Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 192 member National Societies. Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. The IFRC Country Delegation in Yemen has official presence in Yemen since 2003 after signing a legal status with the Government. Since then, it has been supporting the Yemen Red Crescent Society (YRCS) in capacity building and scaling up services in health, WASH, disaster management as well as emergency response operations. National Society Development (NSD) is the main area of focus under which comes the development of National Society (NS) Planning, Monitoring, Evaluation, and Reporting (PMER) Department. IFRC is taking the lead role among other Movement partners to achieve this objective. The IFRC PMER Unit works closely with YRCS PMER focal persons to guide the process in collaboration with Movement partners. Based on the NS identified needs and priorities, the IFRC started in 2020 a project dedicated to developing NS capacity in PMER and to establish a department with qualified staff, systems and tools at YRCS headquarters as well as appointing and training focal points at branches to ensure efficiency in all relevant tasks and responsibilities. This has become an important priority given the expanding programmes/projects being implemented by YRCS across the country in response to the growing humanitarian needs.

Job Purpose

The PMER advisor will work closely with YRCS and IFRC staff to provide technical support to setting up and strengthening relevant systems, processes, and mechanisms through the use of innovative and appropriate tools.

The main role of the post holder will be to support the establishment of the YRCS PMER department and guide the capacity development process of YRCS PMER staff, with the aim of having reliable and efficient PMER team and system which comes as an important part of the Program Management framework. The objective is to establish the PMER procedures, systems and practices to ensure a quality results-based system for planning, performance measurement, reporting, learning and accountability. The role will require development and implementation of systems and processes related to monitoring and accountability as well as support the establishment of an evaluation and learning framework.

The PMER advisor will also guide, coach and provide on-the-job training to relevant staff on information collection and report-writing (write, edit and analyse complex reports), including supporting and advising technical teams where relevant.

It is important to introduce a well-coordinated and systematic approach to collection and analysis of Monitoring and Evaluation (M&E) data to increase accountability towards beneficiaries, in tandem with the functions of Planning and Reporting within the PMER framework.

The position holder will also be providing direct support and guidance to IFRC PMER team, which she/he will line manage, to increase the efficiency and knowledge of the team.

Job Duties and Responsibilities

Building staff (YRCS & IFRC) capacity in PMER (+/-30%):

  • Provide on-the-job training and coaching to relevant staff on project management tools, programme planning, assessment and design, questionnaire development, conducting field survey and accountability to beneficiaries.
  • Provide basic technical advice, guidance and support on data collection and analysis, including gender disaggregated data.
  • Encourage learning reviews based on M&E data to inform future planning and improve accountability.

Design, lead and facilitate participatory processes to support YRCS in establishing a robust national PMER system (+/-40%):

  • Support YRCS in defining strategic directions, roles, and responsibilities for PMER and prioritizing PMER needs across the organization.
  • Support YRCS to set up the PMER system by recruiting and coaching headquarters and branch level staff and volunteers on planning, monitoring, evaluation and reporting.
  • Assist YRCS to institutionalize new and existing tools and processes that will support high quality PMER, including improved and harmonized planning and monitoring tools to better demonstrate progress and impact.
  • Establish and ensure the adoption of a unified and uniform system is in place in terms of planning, M&E, and reporting by developing standard templates for each purpose that will be used in different projects/programs.
  • Together with YRCS, explore and establish the most appropriate feedback loops, including beneficiary communication, for use across the HQ and branches as part of strengthening project cycle management with a focus on greater accountability to beneficiaries.

Planning (+/-20%):

  • Assist YRCS in setting annual planning for HQ, list of indicators, and funding requirement in close consultation with Movement partners.
  • Assist YRCS in developing a planning approach suitable for immediate humanitarian assistance and emergency operations as well as resilience programming with technical support from operations and programme specialties.
  • Assist in developing proposals for IFRC Regional MENA, IFRC Yemen Delegation and YRCS targeting relevant donor agencies and call for proposals in consultation with all relevant stakeholders.
  • Support IFRC Yemen Delegation in integrating a quality assurance component in all relevant activities and proposals in coordination with other technical areas leads.

Organizational role (+/-10%):

  • Support IFRC in integrating Information Management, PMER and evidence-based learning in Yemen.
  • Share and support IFRC Regional Program Quality and Monitoring Unit in capturing lesson learned in Yemen, acting as a focal point for the Unit in IFRC Delegation in Yemen and sharing in all relevant meetings and tasks assigned when relevant.

  • Actively work towards the achievement of the Federation Secretariat’s goals

  • Abide by and work in accordance with the Red Cross and Red Crescent principles

  • Perform any other work-related duties and responsibilities that may be assigned by the line manager

Education

  • Degree level in Humanitarian Studies, Development Studies, International Relations, Social Research or other relevant subject/professional training - Required
  • Master’s Degree or higher in relevant subject - Preferred
  • Advisor’s Basic Training Course/IMPACT or equivalent knowledge and experience - Required

Experience

  • 8 - 10 years of progressive responsibility in PMER - Required
  • Strong experience designing, establishing and maintaining PMER systems - Required
  • Demonstrated experience developing tailored PMER tools, training and approaches - Required
  • Experience undertaking programme evaluations - Preferred
  • Experience working within different components of the Red Cross Red Crescent Movement - Preferred

Knowledge, skills and languages

  • Strong background in report-writing and product delivery to tight deadlines -**Required**
  • Ability to write, edit and analyze complex reports in English. Arabic is preferred and not required -**Required**
  • Up-to-date knowledge of good practices in participatory methods, programme planning and design, monitoring and evaluation, learning, and accountability to beneficiaries -**Required**
  • Sound background of social research methodologies, including a highly developed analytical and communication skills and ability to assimilate and process information for wide-ranging audiences -**Required**
  • Sound understanding of basic project finance (e.g. ability to explain variance between budgeted and actual expenditure) -**Required**
  • Excellent analytic and computer skills (Ms Word, MS Excel, Ms Access, MS PowerPoint) -**Required** Ability to perform page-layout, incorporating text, photos and other graphic elements for a printed page -**Required**
  • Strong workshop facilitation skills -**Required**
