Organizational context

The International Federation of Red Cross and Red Crescent Societies (“the Federation”) is the world’s largest volunteer-based humanitarian network with 192-member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity and universality.

The Secretariat of the International Federation of Red Cross and Red Crescent Societies (“the IFRC”) works to a Business Model and has a Business Delivery Plan with key commitments that sharpen its focus, clarity, and efficiency and accountability results. The Secretariat, headquartered in Geneva, has five decentralized regional offices: one of which is the Americas, guided by the Secretariat strategies for implementation and areas of focus that builds on the vision of strategy 2020. The Americas’ region is organized in two main hemispheres: a group of service-based departments and geographical configurations of (i) Country Cluster Support Teams and (ii) Country Office(s), as well as the Deputy Regional Director, each of them led by the Regional Director; and another hemisphere: six building blocks composed by (i) Partnerships and Resource Development, (ii) Policy, Strategy and Knowledge; (iii) Communication, (iv) Disaster and Crisis: Preparedness, Response, and Recovery, (v) Health and Water Sanitation and, (vi) Logistics, each of them led by the Deputy Regional Director.

To achieve its goal, the Health Unit delivers services to different stakeholders, at different levels. It mainly works with and through Red Cross-National Societies, providing technical support and assisting[1] in the implementation of their Health operations and programmes. It also works closely with other humanitarian partners and other actors, such as regional integration mechanisms, disaster management systems and civil society.

The Health Unit is responsible of providing region-wide guidance, standard operation procedures and operational leadership to every other unit in the Americas’ regional office in times of emergency. This function extends to Public Health in emergencies, MHPSS, Community health and WASH institutional readiness and preparedness actions within the IFRC secretariat and National Societies in the region, aiming to work as one International Federation.

The Unit supports National Societies in areas such as health and the promotion of social inclusion. It supports building resilience by integrating programmes on risk reduction and community-based health approaches focused on non-communicable diseases and epidemics. The implementation of this programmes strives from the initial assessment to the final evaluation- aim to promote social inclusion, and advocate on the adoption of peace-building approaches to bridging the different perspectives that are to be expected in a diverse, complex world

Consultant Purpose

To support the Health Unit for the planning, implementation and monitoring of the health responses including WASH and Mental Health, the vaccination component and other programme activities across the office as required. The overall supervision will be provided by the head of health unit, a s well as the day-to-day supervision in respect of task allocation, guidance, supervision on result areas through the daily team meetings, and exchanges with the incumbent.

The consultant will support the health team ensuring effective and timely delivery of outcomes and output of the health regional plan and, through the review of BO provided by finance, will inform about the use of health financial resources consistently with IFRC rules and regulations.

He/she will work in close collaboration with a range of staff from different units within the regional office and with cluster health focal points, and in supporting the elaboration of reports to agency counterparts that are providing financial resources in support of health programme implementation. S/He will provide regular feedback to the health team about commitments and deadlines in non-technical aspects of the unit’s programs and projects (planning, finance, implementation, monitoring, reporting, HR management, pledge management) to have an integrated management of all those aspects that improves our impact, our efficiency and allows us to minimise risks.

The consultant will wrk remotely, and will report to the head of Health Unit

Expected results

  • Monthly report of fund utilization; keeping informed the staff about balance, and the revision of financial reports for different purpose.
  • Review the financial implementation including year-end closure and rephrasing process, and inform the team.
  • Review that expenditures included in project (made by NS or Secretariat) are in accordance with approved budgets and have been made following the relevant (NS or Secretariat) legal, financial, procurement and human resources procedures
  • From August to November, support the preparation and revision of Unit annual plan, in accordance with the procedures and guidelines provided by PMER, and the distribution for comments
  • Maintains regular dialogue with colleagues at Finance, Reporting and PRD to identify issues in timely manner and ensure early actions are implemented.
  • Facilitate the briefing of new staff and distribution of relevant documents to staff, consultant, volunteers, and interns, in coordination with HR department.
  • When needed, ensure that all Administration procedures and policies are properly followed and enforced within the unit when it comes to travel request and filling procedures and the use of administration services.

Product of the consultancy

The consultant will arrange the following activities

  • 6 workshops, 6 trainings on mental health and PSS, 4-unit team meetings, two extended health group meetings and one monthly meeting with regional health Director and Focal points.
  • 6 technical documents, 2 programme reports, 2 weekly presentations (health extended group)
  • Briefing package for new staff.
  • 4 marketing documents
  • Webinar flyers as requested by health staff.
  • Support the elaboration of 6 forecasts, and the Payment Requests and submission for finance validation
  • Annual planning document edited and reviewed
  • Reports to Norwegian Red Cross
  • Minutes of the meetings

Education and language skills

  • Bachelor’s degree in administration or equivalent
  • Fluent Spanish and English

Experiences / Skills:

  • At least 3 years’ experience of project /programme management
  • At least 3 years of working experience in a humanitarian assistance
  • Demonstrated experience in project/programme planning, budgeting, reporting and operational relations. Experience planning and managing budgets
  • If with experience with the IFRC is an asset
  • Working experience with a Red Cross/Red crescent society is an asset
  • Politically and culturally sensitive ability to work in a cross-cultural and cross-functional environment
  • Ability to work in a team, good communication and management skills
  • Ability to work to tight deadlines and handle multiple tasks in a stressful environment
