The objective of this terms of reference is to support the IFRC to develop a model to understand the number of people who were supported by RC/RC to access COVID-19 vaccines.**
Overall objectives: 1) Collect, consolidate, validate, and analyze multiple data streams to estimate/extrapolate the percentage of the population vaccinated through the efforts of the IFRC and RC/RC.
2) Develop data visualizations and trackers to showcase COVID-19 vaccination data for internal monitoring and donor mobilization.
Context Currently, over 1.3 billion doses of COVID-19 vaccines have been administered. The Red Cross and Red Crescent Movement is playing a critical role in the global COVID-19 response including supporting countries with their COVID-19 vaccination efforts. Its response comprises direct administration of the vaccines, administrative support of the country programs, extending the reach particularly for remote areas, information campaigns and promotions, and others.
Out of 192 countries where there are Red Cross or Red Crescent National Societies, 152 (79 per cent) are participating in their national COVID-19 vaccine rollouts. In order to measure the impact of RC/RC involvement in COVID-19 vaccination, it is imperative to collect, measure and verify the numbers of individuals being vaccinated through NS support against COVID-19. The NS COVID-19 Readiness Assessment Tool was administered in February 2021 and continues to be updated regionally. This is complemented by various surveys and the regular PMER indicators from which RC/RC support to COVID-19 vaccination on a global scale is to be modeled.
Deliverables
· Develop a multi-level model for estimating the number of individuals obtaining COVID-19 vaccination through support of IFRC and Red Cross and Red Crescent Societies in between regular reporting schedules for a timelier picture of its response.
· Liaise with IFRC regional focal points and IFRC CCSTs to obtain additional data for triangulation purposes.
· Examine additional data sources (media, websites) so that the broad spectrum of RC/RC activities in COVID-19 vaccination are captured and encapsulated in the aforementioned model.
· Create interactive data dashboards to showcase COVID-19 vaccination data for senior leaders and the public.
Qualifications
· Data analysis, epidemiological and mathematical modelling experience.
· Experience in working with monitoring impact and analyzing public health interventions in modelling systems. Familiarity with publicly available COVID-19 data and trackers preferred.
· Fluency with data warehousing, data mining and analysis programming languages (R, Python, SQL).
· Ability to visualize data into interactive dashboards (Tableau, Power BI, Foundry)
