RCCE Collective Service Data Management Consultant

Purpose of Project and Background

The RCCE Collective Service is a collaborative partnership between the IFRC, UNICEF, WHO with support from the Global Outbreak Alert and Response Network (GOARN), and key stakeholders from the public health and humanitarian sectors. The Collective Service aims to deliver the structures and mechanisms required for a coordinated community-centred approach that is embedded across public health, humanitarian, and development response efforts. This will ensure expert driven, collaborative, consistent and localised RCCE support reaches governments and partners involved in the national response to COVID-19 and beyond.

With the massive effort to tackle COVID-19 pandemic and recently the rolling out of the new vaccines, partners collect data and develop materials including dedicated dashboard and research publication to share insight on RCCE. This fragmentation of data collection effort makes it harder for partners to compile, compare and conduct an overall analyse across all dimensions and at different level along the pandemic.

The RCCE Collective Service requires a multi-dimensional database on risk communication, social behaviour, socio-economic impacts related to COVID-19 and to support social science research and coordination at the global and regional level.

It will provide a set of indicator databases on situation analysis and activity monitoring provided by partners reports, community feedback datasets, community-based survey results or dedicated studies developed across the RCCE Community.

This project is an activity as part of part of the strategic priority 3, growing gaps in health and wellbeing and enabler 3 on community engagement and accountability**

Project objectives

The consultant will provide technical assistance for the Global team for:

  • Migrating and maintaining existing behavioural indicator database.
  • Compiling and archiving survey and research documents (methodology, notes and additional resources) for data quality check through the social data registry.
  • Verifying entered survey and research by reviewing, correcting, deleting duplication, or reentering data.
  • Developing new dashboard and adding new features to the COVID-19 behavioural indicator dashboard with specifically a focus on regional and country level.
  • Analyzing data and generating data visualization for social science research and analysis on COVID-19 (snapshot, reports, …).
  • Developing data collection tools for the regional level to improve data workflow between country, region and global level
  • Building regional and in-country capacity on data management and visualization if needed.
  • Supporting additional IM needs in terms of data architecture and management as defined on 4W, Community feedback or monitoring system.

Desired outcomes **

Contribute to support coordination mechanisms and evidence generation that can strengthen the way we work and optimise the COVID-19 response. This will include the creation of data visualisation tools at the global, regional and country level and leverage data use for decision making and coordination.

Consultancy outputs

The work will be undertaken under the supervision of the interagency IM officer and in close collaboration with relevant team members. The Data management consultant’s main tasks will be to propose, develop and implement database for the RCCE Collective Service following the deliverable bellow.

  1. Behavioural indicator database:

· Setup and configurate the online database with Tableau.

· Migrate the COVID-19 behavioural indicator database to the online instance.

· Develop interactive features on the CS website.

· Maintain database and consolidate data collection.

· Develop a form to allow for easy data input from non-tech users.

  1. Behavioural dashboard.

· Develop additional features on global dashboard for cross analysis between behavioural factors and also against contextual/ barriers data.

· Develop a country specific dashboard.

· Review and update methodology as needed.

  1. Retrospective analysis

· Provide overall data analysis of COVID-19 behavioural changes across analytical framework.

· Provide in depth data analysis on priority countries.

· Develop interactive analyses based on CS data portal.

· Provide data extraction for generating infographic(s) for the final report.

  1. Maintenance of social data registry

· Setup an online social data registry.

· Contribute to update social data registry with latest studies.

All delivery will be done digitally through appropriate platforms determined as part of the consultancy. **

Support to be provided to the consultant

The IFRC RCCE Collective Service team will provide ongoing support and inputs to the consultant, as per outputs outlined above.**

120 days over 1 June 2021 and 31 December 2021 – Home-based
