The International Federation of Red Cross and Red Crescent Societies (“the Federation”) is the world’s largest volunteer-based humanitarian network with 192-member National Societies. The Secretariat of the International Federation of Red Cross and Red Crescent Societies works on a Business Model and has a Business Delivery Plan with key commitments that sharpen its focus, clarity, and efficiency and accountability results. The Secretariat, headquartered in Geneva, has five decentralized regional offices: one of which is the Americas, guided by the Secretariat strategies for implementation and areas of focus that builds on the vision of strategy 2020. The Americas’ region is organized in two main hemispheres: a group of service-based departments and geographical configurations of (i) Country Cluster Support Teams and (ii) Country Office(s), as well as the Deputy Regional Director, each of them led by the Regional Director; and another hemisphere: six building blocks composed by (i) Partnerships and Resource Development, (ii) Policy, Strategy and Knowledge; (iii) Communication, (iv) Disaster and Crisis: Preparedness, Response, and Recovery, (v) Health and Water Sanitation and, (vi) Logistics, each of them led by the Deputy Regional Director.

The position is located in Peru or Ecuador, and reports directly to the Head of Delegation.

Job Purpose:

The PRD Officer will support the delegation for the Andean countries to develop partnerships and mobilize resources for Operational Plan budgets and Emergency Appeals, as well as for National Societies and Secretariat-led initiatives. This will include support for the submission of high-quality funding applications, grant and pledge management, and donor accountability.

Job Duties:

Funding development

  • Support PRD to take proactive measures to increase funding coverage for the Operational Plans, Emergency Appeal operations and other actions of the IFRC secretariat.
  • Support PRD coordination of proposal and funding application development as appropriate to institutional and corporate donors and other agencies.
  • Contribute to the development and revision of the IFRC emergency appeals or programmes from PRD perspective, ensuring that donor concerns and interests are addressed.

Pledge management

  • Secure pledges and grants with effective negotiation and ensure that these are properly and timely processed.
  • Support the PRD team with contractual processes once grants are approved in coordination with Legal, Finance and PMER.
  • Ensure that pledges and grants reflect agreed criteria, are shared with donors and understood by relevant budget holders, finance officers and senior management, as needed.
  • Regularly monitor the pledge conditions ensuring that they are met and informing the relevant budget holder, unit manager, PRD unit, finance and PMER of any actual or potential deviation.
  • Monitor effective stewardship of funds received in line with partner expectations related to implementation, results-based reporting (performance towards deliverables) and visibility.
  • Identify risks (in coordination with finance and PMER) and inform the Head of Delegation and Head of PRD of early actions and risk-mitigation actions.
  • Provide all the relevant information to budget holders, Head of delegation and ARO PRD unit affecting the pledges under his/her responsibility and the concerned programmes/projects that could potentially have an impact on the relationship with the donor.

Other Support

  • Facilitates knowledge sharing of resource development expertise amongst National Societies in the region, through the Americas Resource Mobilization Network, peer-to-peer learning and skills transfers, use of existing platforms, and facilitates links with other regional fundraising networks and initiatives such as the annual global fundraising Skill Share forum.
  • Contribute to the development of communication and marketing materials from resource mobilization perspective.
  • Provide support to information sharing mechanisms, including partners’ call conferences, information sessions for the diplomatic community, meetings, minutes and other information documents.
  • Support the operational planning process.
  • Contribute to reporting processes for various donor audiences.
  • Prepare Due Diligence for new corporate partners.
  • Contribute to effective resource development and management performance
  • Be accountable to the Head of Delegation, informing the Head of PRD, by providing progress reports on results against objectives and risk analysis.
  • Coordinate and contribute to the overall functioning of the PRD unit.
  • Be flexible in your work definition according to needs and targets and improve team efficiencies and effectiveness within available resources.
  • Be a proactive team member and strive for continuous improvement, innovation, high performance and cost effectiveness.

Positions Requirements:

  • University degree in relevant discipline (e.g., International Relations, Business Administration, Economics, Marketing, Social Sciences).
  • 2 to 3 years of relevant experience related to managing relations and portfolios with clients/partners.
  • Experience in project management and funding development.
  • Experience in building and maintaining strategic relationships with partners.
  • Professional experience in the humanitarian or development sectors
  • Experience in the Red Cross and Red Crescent Movement (Preferred)
  • Fluently spoken and written English
  • Fluent spoken and written Spanish
