The COVID-19 pandemic is presenting unprecedented challenges for the Red Cross and Red Crescent Movement. The pandemic itself, as well as the coping measures put in place by authorities are changing the way Federation is supporting National Societies. Mobilizing international assistance or sending surge personnel have become challenging; and at the same time, our traditional ways of bringing technical or operational guidance to our membership has had to evolve. Therefore, the Federation and its members had to deepen remote support mechanisms and develop new working modalities.
To propose the right level of support, the Federation with its members and partners mobilized all possible resources and tools available.
References centers, working groups, alliances as well as departments in Geneva started to adapt guidance and modalities to support National societies. After a few weeks, many initiatives are now developed: Resource Hubs, help desks, technical guidance, dedicated platforms, Webinars, etc. The GDPC established an overall compendium on all those available resources. The ICRC also developed specific guidance and tools adapted to the Covid response.
The Federation continues to be active in developing guidance in close collaboration with external partners, and especially the “IASC Interim COVID Guidance”. On this, the Federation contributed to guidance’s such as the IASC guidance on “Public Health and Social Measures for Covid -19 preparedness ad response in low capacity and humanitarian settings” or “Localization and the Covid-19 Response” and developed specific annex such as the “Special considerations for Covid-19 Outbreaks Readiness and response to support those who reside in urban informal settlements and slums”.
These initiatives aim to support the planning and the implementation of the COVID-19 response requested extensive workload and dedication from the Federation and its members. To support this, the Federation created a working group to analyze the relevance and added value of the mechanisms. This WG is divided in four streams.
The streams are the following:
- Stream 1 - Quality and Relevance of the content – On Hold
- Stream 2 - Listing of initiative of remote Support
- Stream 3 - Definition of criteria and methodology
- Stream 4 - Mapping Best practices
Objectives and Scope
The objective of this review is to analyze the modalities of support and provide recommendations on their relevance and adjustments to make.
Stream 2 and 3 have begun the background work to support in this review. A mapping exercise is underway through Stream 2 to list the remote support modalities with basic information on the services.
The main remote modalities identified are the following :
- Review of documents and comment
- Sharing guiding documents
- Online coordination meetings
- Technical guidance via online discussions (Skype, Teams, Zoom, etc.)
- Webinars
- Virtual workshops
- Resource hubs
- Help desk
- Online trainings
- Coaching/mentoring
Stream 3 is in the process of establishing key criteria to assess and analyse the initiatives. The review will work closely with the different Steams to bring together information and provide a holistic analysis and recommendations on modalities of support.
To date, the modalities and on-going work are being reviewed at the output level, and this review’s objective is to look at the outcome level for their relevance and required adjustments. The scope of this review and analysis is not to measure the frequency of usage on specific platforms or the number of participants, but to measure the impact of the modalities. The scope is focused on measuring impact at programmatic and implementation level.
Process and Methodology
The methodology for the review will rely on:
- Desk-review all relevant documentation, including reports, lessons learned, evaluation, procedures, guidelines, and templates related to the Fund and the related processes.
- Key Informant Interviews and Focus Group Discussions with a range of stakeholders, focusing on the delivery level (more than HQ and Regions) including from Host National Societies, Partner National Societies, Federation Secretariat offices including in Geneva, the Americas, Africa, and Asia Pacific Regions
Deliverables
The review consultant is expected to deliver the following outputs:
- An inception report – To present main direction and focus.
- Final review report - Informed by feedback on the draft report, the final report will be a consolidated, concise, and well-structured report, showing which modality is most impactful under which circumstances/conditions. The report should also include an executive summary to share the key findings and lessons from the review for communication purposes.
The report needs to include the following components:
- Contextual analysis of modalities used (target, objective, etc.)
- A SWOT analysis for each modality
- Recommendation on each modality
- Recommendation on ways of improving and making more relevant any remote support to the field.
Short Presentation - Prepare and deliver a presentation highlighting key findings, conclusions, and lessons from the review and present to relevant stakeholders.
Depending on the time available, and the findings of the consultancy, further products may be agreed between Federation and the consultant, and content/direction of the deliverables may be adapted.
The final deliverables will be approved by the consultancy management group.
Timeline and Consulting days
The review process should take up to 40 working days including drafting of the workplan and the short presentation.
Activitites and estimated consulting days
- Workplan development, desk review and research: 10 estimated days
- Expert and practitioner interviews, focus groups: 15 estimated days
- Writing of draft report: 10 estimated days
- Integrate feedback and present final report: 4 estimated days
- Short presentations on the findings: 1 estimated day
- Total number of days: 40 days

Requirements:**
- Relevant university degree or equivalent qualification
- At least 5 years of experience in project management
- At least 8 years of experience in Disaster Management, Humanitarian Response and International cooperation
- Thorough understanding and insight of the RCRC Movement.
- Excellent writing and communication skills
- Strong analytical & synthesis skills with the ability to explain findings
- Ability to work and coordinate with various stakeholders
- Experience with Red Cross Red Crescent Movement
- Ability to work toward tight deadlines and handle multiple tasks
- Fluent spoken and written English.
