The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement) together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. For the next decade the organization will be guided by the principles set out in the IFRC Strategy 2030: Platform for change -

global reach, local action.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into several main divisions: (i) National Society Development and Operations Coordination NSDOC); (ii) Global Relations, Humanitarian Diplomacy and Digitalization (GRHDD); and (iii) Management Policy, Strategy and Corporate Services (MPSCS).

The IFRC has five regional offices based in the following locations: (i) Africa Region, in Nairobi, Kenya; (ii) Asia Pacific Region, in Kuala Lumpur, Malaysia; (iii) Middle East and North Africa Region, in Beirut, Lebanon; (iv) Europe Region, in Budapest, Hungary; and Americas Region, in Panama City, Panama.

IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Job purpose:

Reporting to the Head of Country Cluster Delegation**,** the Programme and Operations Manager will be operating from the IFRC country office in Azerbaijan to provide full technical support to the implementation of the Azerbaijan Red Crescent’s programmes supported by the IFRC, including the NS response plan to the consequences of the NK conflict escalation, National Society Development Plan, longer-term DRR programme and Covid-19 response operations. The Programme and Operations Manager will be responsible for heading the IFRC office, supervise IFRC personnel and represent the IFRC within the Movement and externally.

Job duties and responsibilities:

  • Work closely with the IFRC Delegation in the South Caucasus region as well as counterparts in the AzRC, partner National Societies, Regional Office for Europe, teams in Geneva, relevant IFRC reference centres, ICRC and external stakeholders to facilitate required technical guidance and supportto AzRC and in the implementation of the IFRC Country Plans.
  • Be key field support to the National Society Headquarters, branches, and field teams in operational sites for the implementation of the IFRC Country Operational Plans.
  • Ensure regular and effective communication lines with the NS and foster fruitful institutional and working relationships.
  • Work closely with the NSD Delegate for Azerbaijan, NSD Coordinator for Europe and HoCCST in supporting the implementation of the NS Development and in Strengthening Movement Cooperation and Coordination (SMCC) approach in country.
  • Support the Head of Country Cluster Delegation in the SMCC processes in country with Movement Partners.
  • Provide guidance, advice and support to all IFRC teams based in the field and to the relevant NS staff.
  • Together with the National Society, network and coordinate with relevant Government agencies and local actors and ensure that the National Society and the IFRC share information and are well informed on key developments relevant to the Country Operational Plans.
  • Ensure a robust and coherent monitoring of the situation and its potential evolution, and ensure that humanitarian interventions are responsive to current and emerging needs and threats.
  • Ensure compliance with the IFRC Code of Conduct and Fraud and Corruption Prevention and Control Policy.
  • Support the dissemination of the IFRC’s Fraud and Corruption Prevention and Control Policy to all suppliers/service providers who engage with the Country Office.
  • With support from the SC Delegation’s finance team, manage operational budgets to ensure that expenditure relating to IFRC-supported operations is within income and approved ceilings, in compliance with IFRC finance procedures and in line with donor earmarking requirements.
  • Alongside the NS, build alliances and partnerships with other key actors to bolster positioning of the NS among key players and donors. Support, the NS to enhance their position vis a vis the national and international coordination mechanism.
  • Support the NS to develop programme approaches which strengthen and develop the National Society’s structures, capacity and performance; analyze and understand their current strengths and weaknesses and ensure provision of necessary support.
  • Ensure that the response is based on frameworks and approaches that are consistent with or have considered national and international standards and guidelines, as well as IFRC policies, procedures and tools.
  • Work closely with the regional DCPRR Unit and Supply Chain Unit in Geneva to develop, implement and review contingency planning for identified threats in operational areas, as well as the development of capacities within the NS for emergency response.
  • Support the NS in developing and implementing operational standards, tools and procedures that ensure quality, consistency, and sustainability of emergency response interventions. Together with the NS, represent the IFRC in coordination meetings and forums, involving national authorities, national and international agencies, donors, and other partners in the country.
  • Work with cluster PMER officer and the NS to ensure that planning and reporting requirements are met in a timely and efficient manner.
  • In close collaboration with operational teams in the South Caucasus Delegation, ensure that an adequate monitoring system is in place and is applied by the IFRC and NS teams.
  • Lead processes related to conducting internal and external reviews and evaluations as well as other learning or evidence-gathering initiatives.
  • In close collaboration with the Head of South Caucasus Delegation ensure relevant IFRC structure in Azerbaijan to provide effective support to AzRC and the Operations and provide strong leadership and management of the country office staff members.
  • Advise on the need for additional human resources and support deployments in coordination with the Country Cluster Office.
  • Ensure regular management reporting to the South Caucasus Head of Delegation.
  • Facilitate field level cooperation and coordination in all programs and operations between National Society, partner National Societies and ICRC to ensure the most effective mobilization and utilization of resources in the operation.
  • Network and coordinate with Movement Partners, national and local authorities, UN agencies and international organisations, civil society organisations and other established coordination mechanisms

Education:

Required:

· University degree in relevant area

· Basic Delegates Training Course or IMPACT, FACT, ERU, RDRT, CAP training

Experience:

Required:

· At least 5 years of disaster management experience.

· At least 10 years of experience in working for a humanitarian organisation internationally

· Proven track record and experience in representing an international organisation at dfferent levels

· People management experience, including as a direct line manager

· Field experience in coordinating and managing disaster and crisis operations/ projects and activities preferably population movements and/or Health-related emergencies in complex settings.

· Work experience with RC/RC

· Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation

· Substantial experience in community led processes

Preferred:

· Good knowledge and relevant work experience in the regional context

Preferred:

· Strong demonstrable skills and expertise in capacity building in emergencies

· Good skills in training, facilitation, and presentations

· Good understanding of basic procurement and tendering processes

· Knowledge of humanitarian affairs and migration
