Title: Senior Project Design Officer (Re-post)

Location: Based in Bangkok, Thailand

Reports to: Senior Delegate, Regional Quality and Learning, American Red Cross

Organizational background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 190 member National Societies. Under the umbrella of the Federation’s Southeast Asia Regional Delegation, the American Red Cross (ARC) provides support for Red Cross Red Crescent (RCRC) National Societies (NS) implementing programmes in the area of Disaster Management/Disaster Preparedness, Capacity Building, Community Health and other general support that arises between ARC and RCRC through client services, and mutual relationship building between RCRC Societies. ARC is expanding its projects in the region and needs support to do this.

Job purpose:

The American Red Cross International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. Currently and in the coming years the American Red Cross will rapidly deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent network, in order to deliver vital help and hope to some of the most vulnerable communities in the world.

The primary goal of the Senior Officer (Project Design’ Monitoring and Evaluation) is support new business development, proposal writing (for USAID, PRM, etc.), strategic and operational planning at country and regional level; consolidation and tracking of program results and support development of program monitoring and evaluation tools.

The job requires 25% time to travel to project sites in Asia, Middle East and Europe region.

Job duties and responsibilities

New business development

  • Systematically track new business opportunities.
  • In collaboration with ARC offices in the region, coordinate project proposal development for new business development as per donor requirements and ARC guidelines
  • Lead and coordinate proposal writing process.
  • Strengthen national society readiness to respond for priority countries by developing concept paper for OFDA and other donors
  • Support developing innovation Fund/Wish List for creative new projects/research
  • Track and coordinate Red Cross/Crescent Movement submissions in the region to US government and other US donors

Project Management

  • Consolidate and track project progress against targets and provide updated to senior management
  • Review project Quarterly Program Reports and Financial reports to review projects progress
  • Support the coordination of program reviews, including senior management field visits and internal and external evaluations.
  • Support in conceptualizing in organizing best practices, peer review opportunities among National Societies to create a learning culture in the Region
  • Support developing country and regional strategic plans

Monitoring and Evaluation

  • Develop or review project logframe, M&E plan, monitoring tools etc.
  • Support Sr. Q&L Delegate in managing evaluations, surveys, and other M&E activities within the region.
  • Support in designing surveys, terms of reference, and other monitoring tools for regional programs.
  • Support in Review monthly and quarterly reports from field and provide input to improve quality and analysis for the reports
  • Provide intensive and direct monitoring support to ensure project progress and implementation in accordance with M&E plans and project proposal or donor requirements.

Qualifications, experience and skills required:

  • Bachelor’s degree or Master’s degree in international development, public health or other development related area
  • Demonstrated experience in proposal writing, preferably with USAID/Dept of State formats
  • Demonstrated experience in strategic and operational planning
  • Prefer demonstrated experience in project monitoring, tracking project results, reviews
  • Prefer demonstrated experience in monitoring and evaluation
  • Prefer experience with NGO, Red Cross/Crescent, or USAID contractor outside one’s home country
  • Excellent verbal and written communication skills in English
