Background

Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. For additional information also see: https://www.who.int/emergencies/diseases/novelcoronavirus-2019 Lebanon is in the midst of three mega-crises: the economic crisis; the COVID-19 pandemic; and the aftermath of the Port of Beirut explosion. The crippling economic crisis starting in October 2019 has greatly constrained the health system's ability to provide accessible and affordable health services. The August 2020 Port of Beirut explosion damaged 292 health facilities and significantly reduced access to care, especially for the vulnerable.

Job Purpose

The Government of Lebanon (GOL) with the support of the World Bank (WB) and other partners has lunch a national COVID-19 vaccine campaign, seeking to vaccinate 80 percent of the total population by the end of 2022. The NDVP covers the vaccination of both citizens and non-citizens, regardless of their status as long as residing on the Lebanese territory. In line with the WHO Strategic Advisory Group of Experts on Immunization (SAGE) Allocation Framework, Lebanon NDVP prioritizes high risk populations through 4 phase approach.

In collaboration between World back and IFRC, the IFRC Lebanon will lead on Third-Party Monitoring (TPM) to assure all the elements of COVID-19 vaccination, including but not limited to storage, stock and temperature maintenance across the supply chain, service delivery at vaccination sites, eligibility of vaccine recipients and capturing client perspectives and feedback.

Manage the project and the staff to ensue successful delivery in line with the scope of work and withing the timeframe allocated for the project.

Job Duties and Responsibilities

Main duties:

To ensure the design and ensure the implementation of the 4 phases in the signed agreement with the WB:

Phase One:

Establish one core team, according to the agreed structure and hire field monitors. The team shall support the efficient and effective implementation of the main objective and to ensure quality outcomes, management of risks, and demonstrate value for money. The team structure might evolve in time, so it is key that the Management Unit head analyze and anticipate HR needs on a regular base in coordination with the regional senior management.

Phase Two:

Inception and workplan shall include technical discussions with World Bank team and agree on clear outcomes and indicators, timelines matching the agreed phased down sampling size plans with GoL, revised risk assessment to determine site-specific risks and implications on workplans. This shall also include clear agreement on data collection, checklists, tools and reporting format to be used and developed as needed. An implementation microplanning tool will be developed and agreed upon, in line with NVDP of Lebanon Government. The plan will be regularly updated to mirror the NVDP implementation and adapt to a fast-evolving context.

Phase Three:

This phase will include the constant development and adaptation of key tools and platforms, mobile data collection platform, checklists/questionnaires for real time field verification and reporting, monitors’ reports as well as innovative web-based application for assessment and reporting of findings and recommendations.

This shall be accompanied by capacity building and training to all relevant technical teams on specific interventions, policies, checklists, and tools to ensure full understanding and complying with different rules and regulations and allow quality and timely implementation and reporting

Phase Four:

This phase encompasses implementation and monitoring that shall include field monitoring, conducting assessment and data collection, interviews of beneficiaries, observation and monitoring of activity at sites, as well as other agreed monitoring. This phase will include real time data collection, validation, and quality reporting as agreed on daily, weekly, and monthly real time reporting on key concerns regarding SEA and gender, collect information on stock monitoring as detailed above. Any waste should be clearly identified, investigated, and reported. During this phase, risk assessment shall be done on regular basis to allow setting appropriate mitigation measures, revision of verification, indicators and reporting as needed.

  • To represent IFRC in the stablished Joint Committee and in other relevant coordination mechanism related to the project.
  • To represent IFRC with Lebanese Health authorities regarding vaccination campaign.
  • Manage and direct IFRC staff to ensure implementation and accountability of IFRC project. Line manage and support the relevant staff of the project.
  • In coordination with the Head of Delegation and Security officer, analyse relevant security information and assume security responsibility of IFRC personnel.
  • Establish areas of responsibility with all IFRC staff, cross responsibility and ensure the delivery of results in a timely, efficient and effective manner.
  • Provide and coordinate information for accurate, regular and timely narrative, and financial reports.
  • Ensure smooth running of the project in close coordination with the Head of Delegation.

Resource management/Accountability

  • Work with the Head of Delegation, regional office Deputy Director, Partnership and Development, Communication, PMER and others to ensure that projects planning, budgeting and reporting is carried out in a timely and professional manner, in accordance with the Secretariat requirements, formats and standards.
  • Ensure the projects resources, including fixed assets and financial resources, are managed according to the Secretariat procedures and regulations and in compliance with approved plans.

Representation and Advocacy

  • Ensure effective and efficient liaison between the Federation office and in-country counterparts in managing the project.
  • Represent the IFRC as appropriate in the various interagency forums and coordination mechanisms.
  • Provide effective coordination and communication on project issues within the Movement and with international organizations, donor societies and other stakeholders.
  • Ensure effective working relationships with Country Delegation, and Regional Office.

People Management

  • In support of the Head of Delegation, manage the project human resources; ensure clarity of roles, responsibilities and accountability for programmes staff.

Ensure timely performance appraisal and setting of objectives carried out by the staff and contribute to their skills and career development.

Education

  • Relevant University Degree - required
  • Basic Delegates Training Course or IMPACT training or equivalent knowledge - required

Experience

  • 7 years of relevant working experience in humanitarian complex environment, of which 3 years in the field and 4 years in programmes and management position - required
  • Red Cross/Red Crescent knowledge and experience - required
  • Experience working in the region in programme and organisational development - preferred
  • Experience in communication, coordination, planning and reporting - required
  • Adequate experience and expertise in people management - required
  • Experience in working and supporting the host national society - required

Knowledge, skills and languages

  • Proven in-depth knowledge of organisational development, National Society capacity building and programmes management - required
  • Demonstrated staff management and development skills - required
  • Problem-solving skills - required
  • Proven strong project management skills and programme coordination**- required**
  • In-depth understanding of financial management - required
