PRCS is committed to integrating protection, gender, and inclusion (PGI) as crosscutting approach for all of its programmes and emergency response operations. The PRCS PGI policy will provide specific, strategic direction to ensure that its actions are non-discriminatory towards people of all ages and to promote gender equality, protection, and respect for diversity throughout its work. The policy framework will equally apply to PRCS national headquarters, provincial headquarters, and district branches across Pakistan. PGI policy will focus to address the issues such as disability inclusion, inclusion of sexual and gender minorities, gender equality, combatting racism, child protection, prevention, and response to sexual and gender-based violence (SGBV) (including prevention of sexual exploitation and abuse (PSEA). The assignment holder will conduct a comprehensive review of existing country laws, related legal frameworks and institutional contexts and existing organizational approach and practices that support or hinder progress toward gender equality, protection and respect for diversity. The assignment also involves an analysis of PRCS previous and on-going women’s empowerment interventions, summarize lessons learned from the design and implementation of other humanitarian assistance actions, identify important or new entry points to improve PGI focus in future development programmes as well as emergency response operations such as currently on-going COVID-19 pandemic response. The gaps and challenges also remain in terms of accountability and ownership of the programs and its results by sectors and organizational structures. It is, therefore, envisaged that the PGI Policy will provide a holistic and strategic guidance in the planning, implementation, reporting and accountability of red cross and red crescent movement actions in Pakistan. So Pakistan Red Crescent Society needs to formulate its Protection, Gender and Inclusion (PGI) Policy with operational SOPs and related tools and templates and comprehensive rollout plan. With this scope of this assignment, the consultant will undertake but not necessarily limited to the following tasks:
i. Conduct a desk review of existing documents and conduct consultations with key stakeholders to assess the achievements and identify the key challenges and gaps relating to PGI.
ii. Draft the PGI ,SGBV, prevention of sexual exploitation and abuse (PSEA) Policies in alignment with the following:
a. IFRC PGI Policy and guidelines.
b. Coherence and alignment with the existing laws of the country.
c. Due consideration to the positive aspects of social norms, tradition and culture and proposes remedial measures to countervail the adversarial issues.
iii. Present the draft Policies to all key stakeholders in a workshop to seek feedback before finalization.
Incorporate feedback received and share a final version ready for printing.
iv. Development of SOPs/ guidelines, tools and templates related to PGI .in guidance with IFRC Minimum Standard Commitment in emergencies and IFRC guidelines.
v. Prepare detailed plan for rollout, across PRCS coupled with related training/ orientation manual.
vi. Facilitate first training for key personnel of PRCS and its in-country partners national societies including IFRC and ICRC.
ROLES AND RESPONSIBILITIES:
The segregation of roles and responsibilities between NS (PRCS) and IFRC country delegation is briefly given as follows:
Responsibilities of PRCS:
Provide all existing documentation related to PGI to the consultant.
Coordinate meetings of all Programme managers (IFRC,PRCS), SG, HOCO relevant staff from branches with consultant .PGI FPs, IFRC and PRCS will record proceedings of meetings.
Take the ownership of all documents/ reports/ manuals/ guidelines, SOPs, plans, tools/ templates etc. submitted by the consultants.(after the approval of PRCS management).
Ensure all related arrangements for training/ orientation of related personnel as advised by the consultants.
IFRC Responsibilities:
Initiating and lead hiring process of consultant including initiating contract in E-contract system and signing of contract by regional office and consultant.
Release of payment(s) to consultants employed according to the terms & conditions agreed in the contract.
Provide all existing IFRC Policies and documentation to consultant.
