COVID-19 is a global challenge and the Red Cross Red Crescent Movement is at the forefront of responding to the outbreak. There is an ongoing IFRC emergency appeal for CHF 150 million and the continuing release of Disaster Relief Emergency Funds (DREFs) to help national societies response to COVID-19. IFRC is providing these funds alongside technical support during country lockdowns, where the future is unpredictable, in terms of both infection and the increasing risk of loss of life, and people's daily lives and livelihoods.
Risk management plays a crucial role in ensuring the delivery of essential assistance to communities in need while safeguarding donor investments made to the operation. Drawing on the lessons learned from other IFRC operations, the ongoing assessment and monitoring of IFRC’s overall operational risks, against clearly defined risk appetites, is essential from early on in any operation. Risk management is a vital tool, allowing us to make sure we take the right amount of risk, at the right time, to maximise the impact of our operations to save lives.
Reporting to the Regional Deputy Director, this position will support and facilitate the regional team to identify, capture, assess, and mitigate potential areas of risk, including: programmatic, operational delivery, financial, legal, staff, SEAH and reputational, amongst others. Given the global impact of COVID-19, IFRC must have a collective central undertaking of risk exposure and risk-taking happening across our regions. This role will facilitate risk escalation back to the COVID-19 Taskforce, to enable (where necessary) centralised mitigation to occur and build a central understanding of total risk exposure. The role will also work on capacity building in risk management to facilitate the effective implementation of risk management processes across the region.
This National position may be based in any country within the Asia Pacific region, with regular coordination, and communication with Asia Pacific Regional Office, and once the travel restriction is lifted, this position may/will also be required to travel within the region.
Under the direction of the Regional Deputy Director, and with technical supervision of Head of Risk Management, the Senior Risk Management Officer will provide risk management and advisory services that add value and support IFRC management to take and manage risk proactively and effectively. They will collaborate with and guide IFRC’s regional office to implement an effective risk management processes, developing suitable processes for risk identification, documentation, analysis, mitigation, and escalation. They will facilitate risk discussions and reviews across the region and help the region to develop an appropriate approach to risk mitigation, supporting the development of a practical control framework for the region's response to COVID-19. The officer will facilitate a review of risks at each meeting of the regional SMT, maintaining the region’s risk register to support this process.
The officer will provide regular updates to the Risk Management Senior Officer in Geneva on emerging and escalating risks within their region.
The officer will work to raise the overall risk maturity of the regional office, CCST and Country Office and Sub Offices wherever exist, providing ongoing risk management training and guidance to the teams within their region.
They will act as the regional lead in coordinating and answering risk related inquiries relating to the COVID-19 appeal from partners and donors.
