The International Federation of Red Cross and Red Crescent Societies (IFRC) seeks to appoint a:

Title: Consultancy - Behavior Change Communication (Public Awareness Public Education) expert for facilitation of workshop October 2016

Location: Bangkok, Thailand

Expected working period: 26 September 2016 to 31 October 2016, maximum of 10 working days

Background of the project

With 1,265 reported disaster events between 2005-2014, Asia-Pacific is one of the world’s most disaster-prone regions. As a result of these devastating disasters, approximately 500,000 people lost their lives with an additional 1.4 billion people affected, and $523 billion worth of economic damage. Furthermore, almost half of the region’s population live in urban areas and is estimated to rise above two-thirds by 2050: this rapid growth will exacerbate pressures on infrastructure and resources, exacerbate socio-economic disparities, and magnify the risk of environmental hazards and health risks.

The 18-month Building Urban Resilience in Southeast Asia project, funded by ECHO, supports Red Cross Movement partners in four countries, Cambodia, Lao PDR, Viet Nam and the Philippines, to build capacities of National Society staff, government officials, school teachers and school children, Red Cross youth and volunteers, and partners, through a coherent, regional strategy building on good practice and using innovative methods. The Action emphasizes gender equity and social inclusion, among poor, vulnerable people, including people with disabilities and older people. The International Federation of Red Cross and Red Crescent Societies, in partnership with Finish, German and Spanish Red Cross societies, brings to the project extensive experience in school safety, public awareness and public education and risk mapping, with strength in regional sharing and learning, and peer support. Public awareness and public education for disaster reduction seek to turn available human knowledge into specific local action to reduce disaster risks. It mobilizes people through clear messages, supported with detailed information. Hazard awareness alone does not lead directly to people adopting risk-reduction measures.

In the third week of October 2016, under the ‘Building Urban Resilience in Southeast Asia’ project, IFRC in conjunction with project partners German Red Cross, Spanish Red Cross and Finnish Red Cross, plans to conduct a 3-day Teaching of Trainers (ToT) workshop on designing and implementing Public Awareness and Public Education (PAPE) campaigns for disaster risk reduction (DRR), in Manila, Philippines.

An external expert in Public Awareness Public Education (PAPE) and behavior change communication is sought to prepare and facilitate the workshop. The following terms of reference outline the objectives, expectations and outputs.

Alignment to the IFRC’s objectives and strategy

(IFRC’s Strategy 2020)

The objectives of this consultancy support align with the following Strategic Aims set out in IFRC’s Strategy 2020.

Strategic Aim 1: Save lives, protect livelihoods, and strengthen recovery from disasters and crises

Strategic Aim 2: Enable healthy and safe living

It contributes to the Area of Focus 1 (DRR) of the 2016 Operational Plan under the Bangkok Cluster Country Support Team (CCST), in particular the output stating that “C*ommunity awareness and public education campaigns are conducted using harmonized messages on risk reduction”.*

Consultancy objectives

The consultancy overall objective is to support capacity-building of project stakeholders in the field of behavior change communication (BCC).

More specifically, the consultant will prepare and deliver an engaging 3-day workshop in which participants* learn the key components of successfully designing and implementing PAPE campaigns for behavior change (specifically relating to disaster risk reduction in urban contexts).

*Participants will include Red Cross National Society staff from Disaster Management, Communications and Health departments, as well as Red Cross Youth and Volunteers. Members from IFRC’s Gender and Diversity and PMER units will also potentially attend.

Desired outcomes

  • Participants can identify the key components of an effective PAPE campaign (including conducting preliminary research including KAP surveys; setting SMART objectives; analyzing target different audiences; developing tailored key messages; two-way engagement; monitoring and reporting); key approaches to behavior change communication; as well as a range of creative and innovative applications.
  • Participants can confidently replicate the training with Red Cross National Society staff when they return home

Consultancy outputs & expectations

In addition to preparing and facilitating the 3-day workshop in Manila on 18-20 October 2016, the consultant will deliver to IFRC the following at least 10 working days before the workshop commences:

  1. Detailed agenda (including session plans)

  2. Accompanying materials

  3. A list of audio visual requirements

The consultant will also brief the IFRC project team over Skype the week before the workshop.

Within 15 days after the workshop, the consultant will provide:

  1. A short report of no more than 6 pages containing a summary of the material covered, observations and any recommendations for follow-up support.

  2. An analyses of the pre/post tests conducted among participants as well as a compilation of the feedback received through an online satisfaction survey

Method of delivery and reasons for selecting that method

Draft indicative schedule (to be finalized by end of September 2016)

  • Week of September 26, Briefing for external facilitator. Prepare session guides, power points and other materials.

  • Week of October 3, Revise and finalize session guides, power points and other materials, Skype Briefing

  • Week of October 10, Final week of preparations to ensure that all materials are ready and confirmation of participants and speakers are completed

  • Week of October 17, Facilitation of ToT workshop in Manila (5 day of travel)

  • By end of October, Delivery of workshop report to IFRC with Pre / Post-Test Results and participant satisfaction survey

Support to be provided to the consultant

The IFRC will support the work of the consultant in terms of access to information and documents. The IFRC will also reimburse travel costs as required for the implementation of the activities as per IFRC guidelines.

As per IFRC guidelines, the consultant will have to take care of his own insurance, working equipment (including computer, communications, etc.).

Schedule for payment of fees

30% upon signing the consultancy contract

70% upon approving the final report

Time Allocation, for budget purposes

Expected starting date on 26 September 2016 for a duration of one month (Maximum of 10 working days)

Management of consultancy

The consultant will be hired by the IFRC CCST in Bangkok and will work under the overall guidance of the Building Urban Resilience Project Manager based in Bangkok. The consultant will also liaise as relevant with other co-facilitators for specific sessions of the training.
