Organizational Context

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination (NSDOC); (ii) Global Relations, Humanitarian Diplomacy and Digitalization (GRHDD); and (iii) Management Policy, Strategy and Corporate Services (MPSCS).
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
The Federation in delivering its broader Humanitarian and Developmental mission will host the Country Support Platform (CSP) of the Global Task Force for Cholera Control (GTFCC) as an operational arm of the GTFCC.
The Senior Officer, CSP National Control Plans will act to support and coordinate activities in the development of NCP’s with field based CSP Delegates under the direction and supervision of the CSP Coordinator and be based at IFRC Headquarters Geneva. She\he will work closely with the GTFCC Secretariat and GTFCC member organizations..
Job Purpose
The Senior Officer, CSP National Control Plans will provide guidance and technical support to the country level based CSP team members and their National counterparts who are required to develop such plans for each target country to enable the GTFCC and global stakeholders to support activities that may result from those plans. This in alignment with standards which have been established by the GTFCC and partners, and thus a key role for the Senior Officer, CSP NCP’s is to ensure quality control and alignment with GTFCC standards, as those plans are developed. Thus, the Senior Officers purpose and role is that well elaborated NCP’s in alignment with the cholera roadmap and GTFCC objectives meet with a high standard, tailored to each country context.
The Senior Officer, CSP National Control Plans will act in close regular consultation and collaboration with the CSP Coordinator and the WHO Team Lead Cholera Control and Epidemic Diarrheal Diseases position that also leads the GTFCC Secretariat.
Job Duties and Responsibilities
The Senior Officer, CSP National Control Plans, as a member of the CSP team (which are all expected to contribute to the overall objectives of the CSP) has specific responsibility, under the direction of the CSP Coordinator, to the overall formulation and quality of NCP’s as identified, planned, and projected in the CSP results tracker providing technical leadership to the CSP Field delegates and their national counterparts.
The Senior Officer, CSP National Control Plans will work with the CSP Team especially those at country level, to ensure that quality NCP’s are at the core of effective cholera control planning and to ensure that NCP’s are attractive to potential donors and partners that will be encouraged to support the rolling out of such plans and specifically to provide tailored and targeted support at country level in countries affected by or at risk from cholera. S/he will act, through the CSP Coordinator, work in close regular consultation and collaboration with the WHO Team Lead Cholera Control and Epidemic Diarrheal Diseases position that also leads the GTFCC Secretariat.
Technical support and Coordination:
- Provide technical support and coordination to CSP Field based Delegates and national counterparts as they formulate NCP’s tailored to each country context. Acts as primary liaison between CSP Coordinator and the field based CSP team while reporting to the CSP Coordinator.
- Coordinate, under the direction of the CSP Coordinator, to enable the interactions between the CSP field-based team and the GTFCC secretariat, WHO cholera team focal points, the GTFCC Working Groups and GTFCC partners as required.
- Lead the CSP Team in delivering on the basis of the approved CSP Project Proposal, Results Tracker and Budget and contribute to the management of any revisions required of those documents during the duration of the project.
- Contribute to the development and implementation of the CSP Advocacy and Resource Mobilization strategy and related activities by ensuring NCP’s are of a high quality and are aligned with GTFCC standards.
- Contribute to the financial management of the CSP and the coordination of the team’s activities reflecting the GTFCC vision and objectives.
- Contribute to cholera interventions that are coherent, evidence based, aligned with the government and GTFCC Roadmap objectives and strategies, as reflected in NCPs of a high quality.
Monitoring
- Contribute to the Monitoring and Evaluation framework and produce regular reports and analysis according to the role.
- Contribute to all required internal and external reporting, both narrative and financial, and submitted following IFRC internal procedures and protocols to meet with IFRC and donor requirements in a timely manner according to the role.
Education
Required
- Relevant degree or post-graduate study in public health, international health, or program management.
Preferred
- Masters or Doctorate in Public Health or in a Public Health discipline (e.g. epidemiology, vaccination, WASH, laboratory diagnosis, case management, community engagement)
Experience
Required
- At least 5 years working experience in a role that coordinated a field-based team in humanitarian or developmental programming.
- At least 5 years working experience in relationship development with stakeholders including Government representatives and other humanitarian and development actors at regional or national levels.
- At least 3 years management and supervisory experience in a multicultural environment, with developing countries and/or with an international organisation or INGO at management level.
