The purpose of the position is to manage and coordinate the IFRC programmatic portfolio in Central Asia region and to ensure closer linkages between programmes and technical support in organisational development and humanitarian diplomacy with a particular focus on COVID-19 pandemic response and recovery in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.
The position holder will:
· manage IFRC coordination in support of National Societies in key programming areas such as disaster preparedness, response, recovery, cash and vouchers assistance, livelihoods and food security;
· facilitate technical support to National Societies in analysing and identifying socio-economic impacts of COVID-19 and in developing and implementing relevant programmes that address them;
· ensure greater linkages between various programmes such as preparedness for effective response, disaster risk reduction, disaster law, water sanitation and hygiene, and health (alongside the health and care manager) as well as community engagement and accountability, protection, gender and inclusion and information management
· fundraise for IFRC programming in support of five National Societies;
· develop new partnerships within the Movement and with Governments, development partners, donors, UN and other international and local organisations to scale up Red Crescent services across Central Asia.
The programme coordinator will deputise for the head of CCST as needed.
Coordination of Programmes and Operations
**
· Coordinate IFRC international disaster response in the region in collaboration with the regional DCPRR team; This includes support to National Societies in their needs assessment and development of the emergency appeal documents (DREF and Emergency Appeal) as necessary;
· Facilitate planning and budgeting for IFRC programming in Central Asia in support of five National Societies and ensure quality and relevance of the assistance;
· Ensure that monitoring, evaluation and reporting are carried out in a timely manner and in accordance with IFRC Secretariat requirements;
· Ensure a coordinated approach to NS capacity development through programming support;**
· Ensure sound financial management is applied to all IFRC-supported programmes including COVID-19 response operations and ensure that the expenditures relating to these operations are within the income and approved ceilings, in compliance with IFRC finance procedures.
· Encourage knowledge and experience sharing between programs and within IFRC and NS by organising the documentation of best practice/lessons learned/pilot projects as appropriate for current programs and for future use.
· Ensure that all activities are carried out in a participatory and inclusive manner that reflects community needs and cultural sensitivities including gender balance, age, most vulnerable populations such as migrants and displaced populations; and that activities take into consideration issues around any local risks and hazards.
· Contribute to Risk Communication and Community Engagement and Accountability (CEA) activities by following the necessary quality standards defined by NS and IFRC.
· Perform budget holder’s responsibility for assigned programmes and operations in accordance with IFRC financial procedures.

Partnership development, advocacy and resource mobilisation
· Research into opportunities for new partnerships for Red Crescent work in in the region with special attention to Government and private sector engagement;
· Help develop information and communication messages and materials that promote the work of IFRC and NS in the region including regular newsletters;
· Mobilize resources for IFRC programmes and Emergency Appeals for Central Asia;
· Ensure a coordinated approach to programming support among Partner National Societies and maintain regular communications for greater Movement coordination and cooperation in the region;
· Develop partnerships with Governments, development partners, donors, UN and other international organizations to scale up Red Crescent services and programmes.
· Under the guidance of Head of CCST, represent the IFRC at relevant inter-agency, governmental coordination mechanisms and other technical coordination forums, meetings and sector and technical working groups (e.g. Early Recovery Cluster, Cash Coordination and Basic Needs WGs etc.) as required.

Project management support to disaster response and recovery operations including livelihoods
**
· Support National Societies in analysing and identifying the socio-economic impacts of emergencies and crises, especially COVID-19, to ensure that vulnerable people’s immediate food and basic needs are met by identifying trends, developing and providing relevant guidance and tools.
· Explore opportunities that facilitate medium to longer-term Food Security and Livelihoods (FSL) recovery for the most affected populations especially in specific contexts that have either a very high need for support or where significant livelihood operations are taking place.
· Facilitate technical assistance to National Societies in implementing their early recovery, livelihoods and food security programmes with expert advice from the European regional COVID -19 Livelihoods and Basic Needs Delegate
· Ensure timely, high-quality livelihoods responses to emergencies and crises in Central Asia by provision of food security, livelihoods and basic needs interventions and encouraging the use of IFRC global and regional surge and response tools, including DREF and GO platform.
Capacity Building
· Support the Central Asian National Societies in developing and implementing relevant operational standards, tools and procedures that ensure quality, consistency, and sustainable programming and interventions.
· Promote, and where possible, facilitate through the IFRC Central Asia CCST and its country offices the integration and mainstreaming of COVID-19 and other programming towards long-term capacity strengthening.
· Support National Societies in establishing an effective information management system and in using IFRC GO platform and facilitate necessary support from Regional Information Management to the Central Asia National Societies.
· Identify training needs (face-to-face or remote), support the organisation and facilitation of training sessions for technical teams at NSs in needs assessments, rural/urban livelihoods, skills development and needs for livelihoods diversification, value-chain and markets analysis, development of small and medium enterprises among others; and adapt existing or develop new methodologies, approaches, and tools enabling adequate FSL responses to disasters and crises.
· Support National Societies in developing their business continuity plans in collaboration with the NS Development Coordinator.
