The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC Europe Regional Health and Care actions contributing to provide the bridge between health systems and social care and the most vulnerable communities, and, to ensure people-centredness across the continuum of care for communicable diseases, NCDs and mental health conditions and across the life course. Based on the core Red Cross Red Crescent priority area, highlighted in IFRC Strategy 2030 and IFRC Health and care Framework for 2030 the main actions focused on elimination or mitigation of negative impact of disaster, crisis, climate change and other emergencies to health status of people, epidemic preparedness and response, strengthening resilience of local communities to health in emergencies, tackle major diseases like HIV, tuberculosis as well as noncommunicable diseases, strengthened routine immunization, including future COVID-19 vaccine, support blood safety programs through community mobilization, information sharing and documentation of best practices. Special attention is made on the wide range of health challenges caused by different socio-economic factors and the level of accessibility of health services. IFRC will continue its contribution to achieving Universal Health Coverage (UHC) to advocate better access to health and care services to ensure that everyone can obtain the care they need, when they need it, right in the heart of the community, building the strong and resilient communities that will be able to cope and respond to the health risks and threats for the most vulnerable people in complex settings: provision of inclusive services to vulnerable people (people with disabilities, adolescents and youth, older people, people who use drugs, people living with chronic/pre-existing conditions, including people with mental health conditions, unregistered migrants, homeless etc.).
Job purpose

Reporting to the Health and Care Coordinator, Europe, the Regional Delegate for Health and Ageing Programmes is responsible for providing an overall coordination and support a significant scale-up of programmes that address the main health risks with special focus on care for communicable diseases, NCDs and mental health conditions across the life course as well as to provide wide range of actions to support older people in the region, be it through homecare and healthy ageing, advocacy and other relevant activities. The Regional Delegate will focus on strengthening and growing RC/RC capacity to effectively address issues faced by older people and taking the healthy ageing strategy for RCRC network forward.

The Regional Delegate for Health and Ageing Programmes will support National Societies to coordinate within Red Cross and Red Crescent Movement partners and with external agencies to build partnerships in health and care sphere, to map out current trends in health and ageing in the region and keep these regularly updated and disseminated; undertake periodic monitoring of the situation and its potential evolution, ensuring that interventions are responsive to current and emerging health and social needs and threats. In close collaboration with NS identify current priorities, achievements, challenges, needs, perspectives and required actions to strengthen existing and develop health and ageing programs and activities. Through coordination and collaboration with NSs and stakeholders, the Regional Delegate will provide technical guidance to design new and scale up current interventions to meet the health and social needs of vulnerable people.

The role requires significant experience in developing and managing health and ageing programmes, in capacity building of people and institutions, working in partnership with national societies, in liaising with ministries of health and social welfare, in developing and managing programmes that address health and social needs, in planning, monitoring, evaluation, and reporting (PMER).
