The International Federation-Country Cluster Support Team (CCST) for Indonesia and Timor Leste is looking for qualified candidate to fill the following position:

CONSULTANT OF RISK COMMUNICATION AND COMMUNITY ENGAGEMENT

A. Purpose of Project and Background

At the beginning of January 2020, the media reported on the pandemic of a new virus which rapidly caused extraordinary morbidity and deaths in Wuhan, the capital China's Hubei Province. On 30 January 2020, the World Health Organization (WHO) declared the novel coronavirus outbreak a Public Health Emergency of International Concern, a health emergency which needs to be the concern of every country in the world.

Risk Communication and Community Engagement (RCCE) working group has been established since February 2020. The objective is to improve coordination of RCCE work among civil society organizations, academia, media, private organizations and government institutions. To date, RCCE working group has more than 100 people joined from various organizations.

This forum is now serving as a platform for coordination, collaboration, knowledge sharing and advocacy. Documenting the activities, best practice and lessons learned, developing a database/dashboard and supporting more collaborative works is now become a priority for the working group to enhance the RCCE component of the COVID-19 response.

B. Project Objectives:

  1. To document the RCCE working group activities and its collective good practises since early COVID-19 response, and to collect members’ database into a microsite or dashboard.
  2. To support RCCE collaborative works.
  3. To strengthen coordination with stakeholders and partners of RCCE actors including national, regional, and global RCCE inter-agency working group.

C. Scope of work

As an inter-agency resource, the role will provide strategic support on cross-sectoral information sharing, advocacy, and community perception/feedback analysis on needs, concerns and priorities. Specific duties to achieve include (but not limited to):

  • To generate feedback and input from RCCE members of agenda and topic for weekly discussion.
  • To collect, organize various IEC (Information Education and Communication) materials, surveys/study, undertaken by the RCCE working group members and organise them on a shared platform for easy access and use.
  • To support the RCCE working group members in consulting on the development of a strategic workplan for the working group in the next three months,
  • To facilitate and tailor collective work between the key persons of the group members to develop the recommendations on social behaviour change communication,
  • Oversee the implementation of the RCCE’s strategic work plan and support the mobilisation of inputs from working group members to various joint activities
  • Support advocacy for the integration of community participation and information needs into ongoing surveys or research conducted by the RCCE members or stakeholders,
  • Support and coordinate collective approaches such as bulletin, the recommendation of social behaviour change communication,
  • Reactivate and maintain an existing overview and database of the work of agencies on RCCE in terms of intervention area and activities (3W),
  • Provide technical advice and support where required to clusters and agencies on best practise in design and implementation of common complaints and feedback mechanism for community in COVID-19 pandemic,
  • Provide recommendations of the sustainability of RCCE working group and its exit strategy.

*Notes The consultant will be contracted by the IFRC and the standard contractual terms will apply.

  • The consultant will work under supervision of and report to IFRC and UNICEF’s Risk Communication and Community Engagement.*

D. Consultant Selection Criteria/Requirements:

  • Master’s degree in Social Sciences, Human Rights, Communications, or other related field,
  • Significant experience in working on issues related to humanitarian response, community engagement and risk communication in Indonesia, ideally with experience working in crises and emergencies,
  • Experience in/ knowledge of the International Movement of the Red Cross and Red Crescent, UN agency, government and/or NGO (preferred),
  • Experience in inter-agency or multi-stakeholder coordination and facilitation,
  • Able to speak and write in Bahasa and English fluently.
