Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination (NSDOC); (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
The NSDOC Division is organised in three Departments including the Disasters Climate and Crises (Prevention, Response and Recovery), Health & Care and National Society Development departments. The Information Management (IM) team is based within the Emergency Operations Centre team, which includes Surge, Heads of Operations and DREF teams. The IM team provides data analysis and digital services across the IFRC secretariat and to the wider RCRC Movement through development of digital infrastructure, data coordination, frameworks, capacity strengthening and support to operations.
Job Purpose
To provide a timely and reliable service to the IFRC network through the development and maintenance of quality information management and data collection, collation and analysis tools for disaster and crisis prevention, response and recovery. Specifically, the Senior IM & Data Analysis Officer is accountable for the development and maintenance of the system(s) to collect, store, manipulate, analyse, manage, and present all types of data to support IFRC operational and strategic decision making at local (national), regional and global levels.
The Senior Officer will work to align existing IFRC datasets, mine relevant data from historical datasets, establish new frameworks, templates and approaches to data collection, support the analysis of trends and forecasting, contribute to the development of data standards, and promote data sharing and inter-operability.
Job Duties and Responsibilities
Data and Information Management Services
- Support IFRC emergency operations and National Societies in ensuring quality of data collection processes and data management activities including collection, storage and analysis of secondary data, ensuring relevant baseline and operational data is available for emergency operations
- Act as technical focal point to IM focal points in each of the five IFRC Regional Offices and support with analytical requests as necessary
- Ensure timely preparation and generation of information products such as analyses, infographics, dashboards and needs assessments for information sharing and dissemination to relevant stakeholders
- Identify gaps in the use of data analytics technologies for the IFRC and undertake to address the gaps where necessary
- Assist in the management of the IFRC GO platform and related services, ensuring data quality, designing and embedding dashboards, supporting colleagues to use GO for their workflows, and liaison with and assigning roles for IFRC and National Society users
- Ensuring alignment on data models, schema and assessment standards, including through relevant disaster management working groups such as the IFRC emergency needs assessment working group
Data and Information Management Capacity Improvement
- Facilitate training and dissemination on GIS standards, procedures and tools to IFRC offices and National Societies with the view of enhancing their data and information management capacities NaN.
- Provide technical guidance and support to National Societies, including through IM focal points at the IFRC Regional Offices, on improving their use and streamlining of structured analytical techniques, building evidence for decision-making NaN.
- Coordinate and facilitate sessions, including in collaboration with partners, aimed at building mapping and data literacy at strategic and operational levels of the IFRC NaN.
- Oversee the development and delivery of information management training modules for stakeholders
Support to IFRC emergency operations
- Actively facilitate the preparation of accurate and timely operational analyses as well as deliver infographic inputs for reporting information products for Senior Management and wider publication
- Provide ad-hoc direct remote support to emergency operations including during activations of the IFRC Surge Information Management Support (SIMS) network.
- In coordination with surge colleagues, contribute to selection, training, mentoring and maintaining a pool of IM & Data Analyst surge personnel available for deployment or remote support for emergency response, as well as prepare a standard deployment surge briefing package and formulate terms of references (TOR) for such missions
- When required, deploy to provide emergency response information management support to operations in affected countries
Coordination and networking
- Build functional networks and coordinate with RC/RC movement partners, NGOs, UN and other organisations, to ensure the IFRC is kept informed and up to date on best practices and emerging trends related to data analytics and information management, including through relevant IASC working groups
- Collaborate with stakeholders to improve the use of data for decision-making and support production of analyses as evidence for decision-making around use of the IFRC’s funding mechanisms, such as the Disaster Relief Emergency Fund (DREF)
- Build and maintain relationships with IFRC network IM experts to share and gain access to relevant sources of data and information services
- Work with IFRC colleagues to research and explore partnerships to expand IFRC access to relevant data sources – including historical statistical data, hazard trends and drivers of vulnerability, needs assessments, satellite imagery, remote sensing, media / social media
- Lead IFRC efforts to promote inter-operability with IASC partners and dissemination of global data standards
Technical lead for Data Analysis
- Support the revision, implementation and monitoring of a workplan to improve and streamline the application of data analysis frameworks, tools and technologies for the IFRC network
- Investigate and implement technological solutions to improve the collection, storage, and accessibility of data for the IFRC network
- Lead the design and implement research for meta analyses including for IFRC processes and publications such as the World Disaster Report
- Represent IFRC at relevant data and IM for disaster management events and bodies, including liaison with relevant technical communities
- Collaborate with RCRC partners on the harmonisation and alignment of data analysis frameworks, standards and approaches where appropriate
