Job purpose:

The Instructional Designer will be responsible for development, delivery and evaluation of online learning and development solutions for Rapid Response personnel by applying adult learning theories and instructional design methodology.

The Instructional Designer will work under the direction of the Surge L&D Coordinator with a technical line to the Senior Officer for Instructional Design, who holds the overarching responsibility of the creation and use of learning solutions at IFRC and in support to National Societies. The position will also be in close collaboration with Surge Learning Officer, curriculum developers and subject matter experts.

The position is based in the IFRC Surge Learning Team in the Global Service Centre in Budapest. The Team serves global surge learning needs across a wide scope of areas of expertise. The Team aims to harmonize surge learning efforts across the RCRC Movement, develop and implement a Rapid Response L&D strategy, that is deployment needs based, produces clear learning outcomes, provides equitable access for participation in L&D activities and is efficient in delivering value for money. The position is expected to be available for field missions as required.

Job duties & responsibilities:

  1. Develop and manage online learning solutions for Rapid Response personnel, including online courses, video tutorials, audio, simulations, games, virtual classrooms, quizzes, and other interactives products.
  2. Advise and support IFRC and National Societies in developing and managing Surge related online learning solutions, including guiding on technical requirements, appropriate methodologies, and bringing to the table the latest industry trends in learning and development technology.
  3. Support development of online learning pathways for Rapid Response personnel.
  4. In cooperation with the IFRC learning and development team, constantly ensure quality control by reporting, measuring and improving learning outcomes of Surge related learning events (i.e. registrations and completion rates, satisfaction surveys, course evaluations); advise and support National Societies and subject matter experts on increasing learning impact.
  5. Establish strong relationship with subject matter experts, National Societies, IFRC Reference Centers and others to be able to properly collect their needs, inputs and feedback and integrate it into design of learning solutions for Rapid Response personnel.
  6. Apply appropriate instructional technologies and best practices in all Surge related learning tools that will appeal to a wide variety of audiences; ensure personnel development and constant learning to stay on top of the industry trends.
  7. Contribute to building an effective, high quality Surge Learning Team, by ensuring excellent collaboration with colleagues and contributing to their professional development as suitable, and participating in setting team’s vision and objective, planning and reporting.
  8. Communicate professionally and effectively within the organisation and with clients and address inquiries as appropriate.
  9. Manage issues proactively, assess risks, potential challenges, barriers and know when to communicate concerns to appropriate stakeholders.
  10. Perform any other duties as required.

Requirements:

  • Degree level (or equivalent qualification) in Instructional Design, Graphic design, Adult Education, Organizational Development, or another relevant subject;
  • At least 3-years’ experience in design and development of online learning solutions;
  • Experience in web page development
  • Preferred:
    At least 3-years’ experience in a large humanitarian or international organization
    Previous experience in designing, delivering, and evaluating competency-based learning interventions
    Practical experience in sectors that link with disaster response (i.e. relief, food security, disaster risk reduction)
  • Strong knowledge of current and emerging adult learning theories and instructional design models
  • Technical skills in graphic design, multimedia tools, authoring tools, animation software
  • Flexible and adaptable to work effectively in diverse cultural settings
  • Understanding of the RCRC Movement and knowledge of the IFRC Surge system (preferred)
  • Analytical and strategic thinking
  • Excellent networking and relationship building skills
  • Excellent oral and written communications skills
  • High level of creativity
  • Ability to modify and integrate based on feedback and recommendations
  • Willingness to travel frequently if needed
  • Fluently spoken and written English
  • Good command of another IFRC official language (French, Spanish or Arabic) is preferred.
