The Institutional Disaster Preparedness Reference Centre/Centro de Referencia en Preparación para DesastresCREPD, as part of the Policy, Strategy and Knowledge Department of the International Federation of the Red Cross and Red Crescent Societies, is at the service of the National Societies of the Americas. Since its establishment in 2005, the Reference Centre it has focused on: developing and sharing best practices and tools in preparedness, response and vulnerability reduction, promoting the development of methodologies, tools, and processes of harmonization, applying the technical knowledge and best practices of the different Red Cross societies of the continent.
Job purpose
The post holder will be responsible for support the delivery of health-related activities to be implemented by the CREPD, in coordination with the PSK and Health Departments of the Americas Regional Office. The CREPD Health Officer is expected to:
· Support health actions in the Region in accordance with the work areas of the Reference Centre;
· Lead CREPD technical training activities related to the COVID 19 pandemic and other related public health issues;
· Strengthen the health thematic portfolio of the Reference Center, through a process of design, revision, and updating of new tools, incorporating new approaches, good practices, and experiences from our National Societies,
· Support the coordination, implementation, and analysis of Knowledge-Attitude-Practice (KAP) surveys and other types of surveys related to COVID 19
· Support the development of reports on lessons learned and good community and institutional practices ;
· Support scientific research initiatives related to COVID 19 interventions, in coordination with the regional health team;
· Implement innovative initiatives related to COVID 19 (e.g. RC2 Health), implemented in conjunction with the PSK and Health teams.
Job duties and responsibilities
Learning and Knowledge Management
· Support the development, implementation, and evaluation of health training strategies
· Contribute to the review and validation of learning tools related to the health area (on-site, virtual), including the implementation of internships for the design of learning modules
· Coordinate processes of creation, validation, and evaluation of tools with technical experts in health from NS, the Federation, and external partners (universities, humanitarian agencies, health authorities, etc.).
· Strengthen the Centre's regional network of facilitators to improve the Centre's capacity to fulfill its mandate and increase the participation and ownership of the greatest number of National Societies.
· Plan, coordinate, lead and evaluate CREPD online training activities, and support training activities of National Societies on health-related issues· Contribute to the exchange on health issues and the harmonization of tools with global Reference Centres or in other regions
· Contribute to the development of CREPD proposals for projects related to health issues.· To support the development, implementation, and evaluation of innovative tools, technologies and methods related to health issues, in collaboration with Innovation
· Elaborate terms of reference for internships, technical advice, or health consultancy
· Prepare technical reports of the activities in which they are in charge and/or in which they participate.
· Elaborate concept notes, explanatory notes of activities related to their portfolio
· Provide technical advice on health issues for the development, response, and contingency plans, as well as the implementation of simulation and drill exercises.
· Support the identification of opportunities and partners for research, contribute to the elaboration of proposals and respective designs, provide technical assistance in research
· Regularly update the Reference Centre website with relevant learning information and training opportunities for National Societies.
· Maintain a database of training and activities organized by the Centre, as well as participants.
Public Health
· Provide advice and support to National Societies.
· Provide technical monitoring of EpoA COVID-19 results
· Provide advice on the design of technical tools, learning tools in National Societies
· Provide support to and monitoring of regional health networks
· Support the incorporation of innovative technologies in thematic lines of health
· Develop new thematic lines of health
Accountability
· Prepare and review reports on the activities carried out
· Ensure that the coordination of the Centre, and other actors involved if any, are informed of the development of activities/resources under their responsibility.
· Provide timely and quality information required for each of the activities managed according to the guidelines of the Centre, the IFRC, and the client.
· Present to the person in charge of administration and finance the liquidations of operational advances related to the activities under its responsibility.
· Comply with Movement and International Federation policies and Secretariat management policies, procedures, processes, in the activities under their responsibility.
· Comply with the quality management process and support the implementation process of the CREPD's ISO 9001 2015
Lateral Relations
· Establish and ensure effective working relationships with all staff of the IFRC and the host National Society
· Establish and coordinate strategic alliances for health issues with external partners (universities, humanitarian agencies, health authorities, etc.)
· Communicate with other global or regional Reference Centres
· Promote the profile and visibility of the Centre among the Red Cross and external partners
· Provide communications assistance for business meetings (face-to-face, online, e-mail, other)
· Represent the Reference Centre in working meetings, training activities, and other forums
· Provide and review technical advice with institutions/organisations outside the Movement.
Administration
· Support the Centre's coordinator in defining the annual plan, including (if necessary) the narrative, work plan, budget, logical framework for action, and the matrix with monitoring indicators; according to Federation guidelines and procedures
· Ensure that reports to donors and partners are delivered on time.
· Ensure that staff at the Centre respect the administrative and internal regulations of the Host National Society, which are applicable to staff working within its premises.
· Ensure effective and efficient management of the Federation's resources in the activities under its responsibility.
· Prepare monthly, half-yearly, and final narrative reports of activities.
Other activities
· Perform other duties and responsibilities related to the work assigned by the Coordinator.
Duties applicable to all staff
- Work actively to achieve the objectives of the Federation's Secretariat.
- Comply and work in accordance with the principles of the Red Cross and Red Crescent.
- Perform other functions related to the work and responsibilities assigned by the CREPD Coordinator.
- Comply with the administrative rules of the Salvadoran Red Cross that hosts the CREPD.
Education
· University degree in Public Health, Epidemiology, Medicine - Required.
· Ph.D. in Health - Preferred.
Experience
· 3 years’ experience working for a humanitarian or development organization. - Required
· Experience in community health projects. Required
· Experience in the development of pedagogical tools for health contexts.
· Experience in adult education.
