Syrian refugees support operation in Jordan / IFRC Amman

Since the beginning of the unrest in Syria at the start of 2011, Jordan is now hosting more than 625,000 registered refugees who have fled the violence in Syria. The prolonged crisis and continued arrival of refugees in Jordan has continued to put a strain on Jordanian infrastructure and essential services. This is felt most keenly in the urban areas where around 83% of Syrian refugees are living.

IFRC initially launched a regional appeal to support National Societies in Lebanon, Iraq and Jordan in their assistance to Syrian refugees. In October 2014 IFRC Jordan launched its own appeal with the intention of providing services to both Syrian refugees and vulnerable Jordanians mainly in the fields of cash assistance and community health education. This position was primarily created to support the effective implementation of the cash transfer program which is one of the major components of the current emergency appeal. It is also an important support position to the other programmes and to the IFRC office.

Job purpose

The IT & Database Support Officer will be responsible to maintain a database to ensure accurate and accessible records of beneficiary data for the response to Syrian refugees in Jordan. The IT & Database Support Officer will report to the Programme Coordinator and will work closely with the CTP delegate, Health delegate, PMER delegate, IFRC office staff and relevant staff in JRC. The IT & Database Support Officer may be required to develop and deliver training for staff and volunteers involved in the use and upkeep of the CTP and other databases.

Job duties and responsibilities

  • Responsible for the maintenance of the CTP database and keeping it up to date;
  • Import and export beneficiary information;
  • Prepare beneficiary list for home visits, post distribution monitoring and cash payments;
  • Provide reports as needed/requested for the CTP programme e.g. PDM, CTP database etc;
  • Liaise with database consultant to improve tools in the DB;
  • Train staff and volunteers in data collection tools e.g. ODK (open data kit);
  • Provide technical support for monitoring of programmes through the creation of data collection forms, databases and support in data analysis;
  • Maintaining the server, network, hardware and software;
  • Provide IT technical support to IFRC employees;
  • Ensuring that staff are regularly backing up their data on the server Carry out other IT and database related tasks as required.

Duties applicable to all staff

  • Actively work towards the achievement of the Federation Secretariat’s goals;
  • Abide by and work in accordance with the Red Cross and Red Crescent principles and Code of Conduct;
  • Perform any other work related duties and responsibilities that may be assigned by the line manager.

Education & Experience:

  • Relevant University Degree;
  • Experience Experience of the humanitarian sector, with experience in a similar professional position in a humanitarian organization;
  • Experience of maintaining databases;
  • MSSQL Server Programming, maintenance and architecture knowledge/experience;
  • Network administration (TCP/IP, security, VPN setup);
  • An understanding of data protection and confidentiality of beneficiary information;
  • An understanding of beneficiary data collection methods;
  • Experience in developing and delivering accessible technical trainings to a target audience including the ability to articulate technical functions and issues in a simple and understandable manner;
  • Previous fieldwork experience including working with beneficiary populations an asset;
  • Willing to travel at short notice to branches and governorates across Jordan.

Knowledge and Skills:

  • Knowledge of the RCRC Movement;
  • Previous exposure to international humanitarian standards including the Red Cross Code of Conduct;
  • Able to work independently and execute tasks in a reliable and competent manner;
  • Integrity and honesty in dealing with confidential information;
  • Strong ability to communicate with people and colleagues at different levels;
  • Must be able to execute tasks in a reliable and sincere manner.

Languages:

  • Ability to speak and write fluently in English and Arabic
