Purpose of Project and Background

The following are the Terms of Reference for the Senior Shelter Technical and Coordination Advisor to the Indonesian National Shelter Sub-Cluster. This position supports the IFRC’s Indonesian Shelter Coordination Support Team (SCST) to assist the Ministry of Social Affairs fulfil their role as the lead of the National Protection and Displacement Cluster including coordination of the National Shelter Sub-cluster. The SCST is established as part of the Red Cross Red Crescent Societies international appeal to support the ongoing response to Indonesia’s two earthquake disasters in late 2018. The SCST forms part of the IFRCs Global Shelter Cluster commitment to the IASC to ensure effective coordination of the shelter sector in natural disasters, and is part of IFRC’s long term support to the Government of Indonesia for the coordination of the shelter sector within Indonesia.

IFRC has provided support for coordination of the shelter sector in Indonesia since the establishment of the global cluster system in 2005. This support has included the deployment of Shelter Coordination Support Teams for the Yogyakarta earthquake in 2006, as well as for the West Java and West Sumatra Earthquakes in 2009. The ongoing nature of shelter related disasters in Indonesia led IFRC to establish a permanent Indonesian Shelter Coordination Working Group (ISCWG) in Indonesia in late 2010.
In 2012 the Indonesian National Disaster Management Agency (BNPB) recommended the creation of the National Cluster System, under which the Ministry of Social Affairs (MOSA) was tasked with leading the National Protection and Displacement Cluster (PP Cluster). In 2012 discussions between IFRC, the HCT, BNPB and MOSA led to the ISCWG evolving into a dedicated Shelter-Subcluster, within the Protection and Displacement Cluster, with IFRC as the official Sub-cluster co-lead / coordination support agency. Indonesian national clusters are active at all phases of the disaster management cycle acting both in preparedness, response and recovery. IFRC ongoing support to the Ministry for the development and management of the national Shelter Sub-cluster forms part of IFRC’s global commitment to the IASC as the lead agency for the Global Shelter Cluster in natural disasters.

The Senior Shelter Technical and Coordination Advisor is part of the Shelter Coordination Support Team and is exclusively dedicated to the task of cluster coordination. The Shelter Coordination Support Team works closely with the Ministry of Social Affairs and the HCT, coordinating with a broad range of both national and international humanitarian agencies, along with both national and local authorities, donors, private sector and other humanitarian actors. As part of the SCST, the Advisor is expected to provide independent and neutral technical and coordination advice on a broad range of shelter related issues, including shelter design, construction, information management, assessment, strategic planning, advocacy, monitoring, evaluation, reporting and capacity building services to ensure the core cluster functions are met.

Since March 2020 the plans of the SCST and of the humanitarian response have been highly disrupted by the ongoing Covid-19 global pandemic. In response to Covid-19 restrictions, the work of the SCST is now primarily conducted remotely with most team members working from home. The support provided by the SCST to MOSA will phase out in the next few months, with ongoing plans to extend the Emergency Appeal timeframe from end of February 2021 to end of August 2021, to allow for a smooth transition and hand over of activities. The ongoing support provided by the SCST to MOSA and the final stages of transition, handover, documentation, knowledge management, and reporting require highly critical expertise, coaching, capacity building and technical advice to ensure a successful exit strategy is developed and implemented and international and national standards are met.

The purpose of the Senior Shelter Technical and Coordination Advisor is to fulfill the cluster mission to:

· provide leadership in emergency shelter and crisis preparedness, response and recovery;

· work in partnership to prevent and reduce shelter-related morbidity and mortality;

· ensure evidence-based actions, gap-filling and sound coordination; and

· enhance accountability, predictability and effectiveness of emergency shelter actions.
