Purpose of Project and Background
Children are the most vulnerable in disasters, but in most countries there is no concrete system in place for child protection in disaster contexts. The IFRC’s “We Need To Do Better: Policy Brief for Law and Policymakers on Child Protection in Disasters” (“We Need To Do Better”) aims to support governments to develop and enhance their systems for child protection in disaster risk management laws and policies. The policy brief was developed through a global literature review, interviews with experts around the world, and by drawing on three detailed country case studies reviews that examined national legal and policy frameworks addressing child protection and disaster risk management and their implementation in the Philippines, Uganda and Brazil.
Indonesia has been identified as a priority country to work with due to its strong disaster law framework, the widespread impact of the 2018 Central Sulawesi and Lombok disasters on children, its large child population, its significant vulnerability to climate-change related disasters, its membership as a “pathfinder country” as part of the global Partnership to End Violence against Children, and the opportunity to integrate stronger child protection measures in disaster laws. With the central role that PMI played in the disaster response, this review of national legal and policy frameworks is also an opportunity to assess the good practices and gaps in PMI’s child protection mechanisms when implementing humanitarian activities.
As a follow up to “We Need To Do Better”, the IFRC seeks to broaden the scope of the research by conducting an Indonesia case study. The case study covers the analysis of national legal and policy frameworks addressing child protection and disaster risk management and their implementation, and a scoping of Palang Merah Indonesia (PMI) child protection mechanisms in DRM.
The Indonesia case study review will be led by IFRC in coordination with PMI. It may also involve partnership with UNICEF to maximize stakeholder consultation and research. This project is made possible with the support of Australian Red Cross.
Project Objectives and Outputs:
1.To develop Indonesia case study reports with following details:
a)Full Report on child protection aspects of national disaster risk management laws and policies, with analysis and recommendations of their strengths and weaknesses (desktop review and inputs from stakeholder agencies and disaster affected populations, including children)
b)Scoping Report on internal child protection mechanisms of PMI including key advocacy messages
2.To document the activities of in-country consultations (individual or group; national and local)
Consultant Selection Criteria/RequirementsExperience
Required
- At least 10 years combined experience in working on issues related to child protection policy and/or programming, gender and other relevant protection issues in Indonesia,
- At least 5 years experience working in disasters and emergency policy and/or programming.
- Excellent writing and research skills (will be based on sample works)
- Strong interpersonal skills and cultural sensitivity to effectively communicate with government officials, partners, Red Cross staff, and communities.
- Ability to work effectively in teams across multiple time zones and has the ability to work under pressure or tight timeline.
- Able to speak and write in Bahasa and English fluently
Preferred
- Experience in/ knowledge of the International Movement of the Red Cross and Red Crescent
- Excellent computer skills, including familiarity and experience working with Microsoft Word, Excel, and PowerPoint
