Background

Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage,
facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during, and after disasters, health emergencies, and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement) together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. For the next decade, the organization will be guided by the principles set out in the IFRC Strategy 2030: Platform for change - global reach, local action. The
IFRC is led by its Secretary-General and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into several main divisions: (I) National Society Development and Operations Coordination NSDOC); (ii)
Global Relations, Humanitarian Diplomacy, and Digitalization (GRHDD); and (iii) Management Policy, Strategy, and Corporate Services (MPSCS). The IFRC has five regional offices based in the following locations: (i) Africa Region, in
Nairobi, Kenya; (ii) Asia Pacific Region, in Kuala Lumpur, Malaysia; (iii) Middle East and North Africa Region, in Beirut, Lebanon; (iv) Europe Region, in Budapest, Hungary; and Americas Region, in Panama City, Panama. IFRC
also has country cluster delegations and country delegations throughout the world. Together, the Geneva headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat and Program Coordination and Cooperation Offices supporting the work of national societies and functioning as liaison offices directly connecting with the Regional Delegation.

Job Purpose
The role of the Program Coordination and Cooperation Manager in Iran leads the IFRC office in Teheran and is responsible to represent the IFRC towards the National Society and oversee membership coordination, National Society Development, and other relevant services. The post holder is responsible for the implementation of the IFRC plans in Iran in support of the National Society and oversees the Secretariat’s support in a wide range of areas including organizational development and operational capacity building. The Program Coordination and Cooperation Manager is also responsible for ensuring close collaboration and coordination among the IFRC Membership and on issues related to Movement matters in Iran, as well as facilitating IFRC coordination with key local stakeholders including ICRC. He/she will work in close collaboration with all relevant units of the regional office and technical staff in the multi-country cluster offices in MENA as well as relevant global teams in Geneva. This role maintains an oversight of the evolving humanitarian needs in-country and ensures that IFRC program support to Iranian Red Crescent is agile and continues to meet humanitarian needs via its program interventions. The Program Coordinator collaborates closely with the National Society’s relevant departments to ensure that all service delivery and capacity building programs are planned, coordinated, and implemented as per donor commitments and will ensure quality technical inputs are regularly provided. The position leads IFRC support to the Iranian Red Crescent in coordinating all programs This position also has a focus on both ensuring that programs remain relevant and accountable and continually adding to enhancing the capacity of the Iranian Red Crescent.

Job Duties and Responsibilities
1- National Society development Support ongoing organizational development work led by the IRCS; Act as a focal point for the IFRC-ICRC joint initiative on Organisational Development and capacity building for the IRCS Iran;
Support IRCS managers and staff in strengthening skills with a focus on reporting and communications. Support resource mobilization initiatives.
2- Partnerships and membership coordination Coordinate with all Partner National Societies operating in the country to ensure common positions and consistency in approaches on development and humanitarian assistance being provided. Promote flagship programs in Iran and the engagement of the membership to support the identified programs. Support the RD to engage with IRCS leadership on MENA and Governance matters as needed and through the shared leadership approach. Assist with follow-up on related S2030, IFRC Plan & Budget 2020-2025, and
key.
3- Movement Cooperation Oversee the Movement coordination mechanisms in Iran to ensure timely and regular information flow and communication and stronger understanding of SMCC 2.0; Further, develop initiatives to strengthening the Red Pillar in Iran through effective Movement Cooperation
4- Manage the IFRC operational plan for Iran Ensure smooth and timely implementation of the planned activities working closely with the IRCS partners. Liaise with technical teams at the IFRC regional office and/or partner NS in
areas requiring expertise and connect peers as needed. Support resource mobilization, in close coordination with the IRCS, for the operational plan and other Federation-supported activities in Iran; Provide accurate and timely narrative and financial reports in accordance with the Secretariat formats and quality standards. Ensure financial and human resources management consistent with IFRC policies, procedures, and regulations; This includes managing fixed assets of the IFRC; In close coordination with IRCS leadership, Ensure Early Warning and Early Action approach in responding to disasters, and including forecast based finance; Provide bi-weekly progress reports to the RD.
5- Lateral Relationships Establish and ensure effective working relationships with the other internal and external stakeholders; Ensure effective relationships with the National Society counterparts and leadership; Ensure effective relationships with technical and service departments at the regional level.
6- Security Ensure that the Office maintains a comprehensive and effective 24/7 security management that will have a positive impact on, and enhance, personnel as well as assets safety and security. Ensure all IFRC (and other RCRC) personnel, assets, and operations under IFRC responsibility are adequately protected and that identified security risks
are mitigated and much as possible. Monitor and evaluate compliance with mandatory IFRC safety & security
trainings (e.g. e-learning programs). Respond 24/7 to IFRC or RCRC-related security incidents/emergencies/crises
to safeguard personnel, assets, and operations. Follow up on security incidents, ensure correct reporting to the Security Unit. Ensure that appropriate country-specific security briefings and debriefings are provided to Federation and PNS personnel and visitors entering or exiting the country and others.
7- Other responsibilities Attention to details, Close follow up, propose solutions, and trouble-shoot with all concerned internal and external stakeholders to ensure quick resolution to issues as they arise; Follow up on bank transfers to Iran; Report regularly on evolutions of disasters, crises, and hazards in Iran.

Education

  • Relevant University Degree - Required
  • Basic Delegates Training Course or IMPACT training or equivalent knowledge - Required
  • Experience Five to seven years of relevant international experience in managing complex humanitarian operations and development programs, of which four years in management positions - Required
  • Red Cross/Red Crescent knowledge and experience - Preferred
  • Representation and diplomacy - Required
  • Experience working in the region - Preferred

    Knowledge, skills, and languages

  • Basic knowledge of organizational development and change management - Required

  • Proven program management skills including planning, monitoring, evaluation and reporting - Required

  • Analytical thinking and writing - Required

  • Skills in data management and the application of relevant Softwares - Preferred
