Purpose of Project and Background
A core part of the IFRC’s mandate and humanitarian mission is to coordinate and support the work of the member National Societies, driving the transformations that are essential for the IFRC network to fulfill its full potential as a global humanitarian actor - engaged, accountable and trusted – and to deliver on an agreed agenda.
The IFRC has been engaged in membership coordination since its creation. It currently has a number of important membership coordination mechanisms such as the IFRC’s surge tools used in the immediate aftermath of an emergency, in-country coordination via integration of National Societies and signing of coordination agreements with members, IFRC’s representation of the membership in advocacy fora, and sharing of leadership with National Societies in areas including forecast based financing, cash, climate, as well as through the IFRC reference centres. Strong membership coordination is also an essential element of ensuring a strong Red Cross and Red Crescent Movement.
At the beginning of this year, the Secretary-General defined a new Agenda for Renewal for the IFRC secretariat. A renewed focus on drawing closer to member National Red Cross and Red Crescent Societies and playing a more effective role in coordinating the IFRC membership are major parts of that agenda, with the aim of increasing trust in and ownership of their Federation.
The Agenda is consistent with the IFRC Strategy 2030 which includes as a priority transformation: Working effectively as a distributed network. This involves prioritising more effective coordination, connection and internal efficiencies for much greater gains, optimising the power of working as one global Movement, sharing resources, learning and common standards, and finding ways to build greater efficiency and collective intelligence. It specifies a number of signals of success:
Increased connections between National Societies at all levels that influence effective and efficient performance of the collective, through empowered local actors, while reducing duplications and inefficiencies
National Societies have significantly widened the scope of actors and networks that they engage with and support, and there is evidence of improved impact as a result.
More effective and efficient global coordination of effort that delivers improved impact.
National Societies are able to easily draw on knowledge and expertise from across the network when and how it is needed.
The unique nature of the COVID-19 pandemic, in which the IFRC is providing simultaneous support to more than 170 National Societies, has presented an opportunity to strengthen IFRC’s work in membership coordination in a number of respects, including through developing a coordinated planning, monitoring and reporting approach for COVID-19 which has enabled Federation-wide visibility of needs and activities, and resulted in an unprecedented revised Emergency Appeal, incorporating the funding needs of the IFRC and its members.
Building on these successes, the IFRC now needs an overarching strategy for membership coordination for 2021-2025. The IFRC intends to engage a consultant to lead the creation and draft the strategy, with a solutions group of National Societies providing guidance during the process. The strategy will be drafted during the second half of 2020, in time for the start of the new 2021-5 implementation cycle.
