Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 192-member National Societies. The organization acts before, during and after disasters, crises and health emergences in order to meet the needs and improve the lives of vulnerable people. IFRC’s work is guided by seven Fundamental Principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality) and by Strategy 2020, which voices the organization’s collective vision and determination to move forward in tackling the major challenges that presently confront humanity.
As one of the five decentralized parts of the IFRC Secretariat, the Asia Pacific Regional Office (APRO) leads the support to National Societies of 38 countries – including Bangladesh – through eight Country Offices and five Country Cluster Support Teams.
Two earthquakes struck Lombok island within a week, with the first taking place on 29 July and the second, 5 August 2018. Both earthquakes affected five districts in West Nusa Tenggara Province: North Lombok, East Lombok, West Lombok, Central Lombok and Mataram, with North Lombok the hardest hit. Subsequent third and fourth quake shook the island again on 9 and 18 August 2018, and aftershocks continue to this day. Information released by the National Disaster Management Authorities (nationally referred to as BNPB1 as of 14 August 2018 indicate 561 deaths, 7,757 injured and 396,023 people displaced.
BNPB, the local disaster management offices, the army, the police, the national search and rescue agency, the Ministries of Public Works, Health, Social Affairs, together with PMI, NGOs, volunteers and others carried out emergency response and the West Nusa Tenggara (NTB) province extended the declaration of a state of emergency in the state to 25 August. As the earthquakes continue to be classified as a provincial-level disaster, the Government of Indonesia has not requested for international assistance to respond to the needs of the people of Lombok. Nevertheless, local actors and various other humanitarian actors present in Indonesia are supporting the response using in-country resources.
The EPoA for the Indonesia Earthquakes and Tsunami Operation plan to support up to 160,000 people (40,000 households). The operation will focus on the following main areas of interventions: shelter; health; water, sanitation and hygiene (WASH); protection, gender and inclusion (PGI); disaster risk reduction (DRR); and National Society and local actor (branch) capacity enhancement. A small team of IFRC staff will support PMI and Jakarta and field level both in Lombok and Sulawesi headed by an Operations Manager. The implementation of the various activities will be led by PMI who will delegate more responsibilities to the provincial chapter over the course of the operation.
The position holder will be a member of the Indonesia Earthquakes and Tsunami Operation team within the CCST for Indonesia and Timor-Leste based in Jakarta / Indonesia and will based in Lombok.

Job Purpose
The Recovery Officer will work under the supervision and guidance of DRR Manager. The person will be responsible to follow on the implementation of recovery activities at province and district level and report to the DRR Manager.
The main responsibility of the Recovery Officer will be to establish coordination, linkages, and supports with PMI NHQ and provincial sectoral representatives to ensure that recovery related program activities are implemented successfully.
Job Duties and Responsibilities
The Recovery Officer’s responsible for:
- Assist in liaising with PMI at provincial and District levels for proper planning, implementation, and monitoring of IFRC supported Recovery Program.
- Provide necessary support to DRR, Health, WASH and Shelter implementation work within targeted areas ensuring all objectives are completed and compatible with required specification.
- Provide support to the Sectors and suggest any required modification to ensure best quality and practices are applied.
- Support the strengthening process for CBATs; collection of resilience referral material, CBAT/peer support to access information, resilience knowledge clusters (University based volunteer, TSR, CBAT), and database on disaster as well as School Disaster Preparedness related activities.
- Support PMI to coordinate with program stakeholders at districts and province level
- Coordinate activities between the provincial branch and IFRC team in the field
- Ensure a coordinated and collaborative approach is undertaken for the implementation of the Recovery Activities in NTB.
- Monitor activity expenditures and ensure that all expenditures are in line with budget
- Follow up on financial reporting and make sure that DRR/Recovery related working advance report from the PMI is submitted in time
- Contribute on the preparation of timely and accurate DRR/Recovery program narrative and financial reports
- Support the PMI on the facilitation of Recovery training events at various levels
- Travel frequently to project locations to directly monitor its activities, and assess performance activities improvements, ensure that all information are accurately collected, clear feedback is provided to Sectors, and required improvements or necessary changes are reported to ensure project activities meet stated objectives and deliver maximum benefit to targeted beneficiaries.
- Assist PMI with monitoring of DRR/Recovery progress against outlined indicators and preparation of monitoring reports
- To gather information from a variety of sources to support (delivery of services, to enable system operation or the planning of specific activities) for the support of PMI
- To promote adherence to best practice standards in line with IFRC polices and guidelines to promote a common Movement approach
- To provide assistance in the monitoring and evaluation of activities and in the dissemination of learning to contribute to continuous learning and knowledge building of PMI (through the production of narrative reports)
- Compile and prepare monthly project report and other reports in a timely and qualitative way. Update and report the DRR Manager on a regular basis about the progress of the DRR/Recovery activities for the operation
- To establish and maintain positive working relationships with PMI counterparts
- Attend external meetings and coordination forums as and when requested by the line manager
- Attend partner’s coordination meeting and prepare minutes of the meeting
- Follow up and guide the field project teams to analyse and prepare reports after the completion of any project activities
- Ensure that DRR/Recovery interventions are carried out in accordance with the approved plan of action, ensuring that the status of the DRR/Recovery deliverables is regularly reviewed
- Monitor the implementation of DRR/Recovery activities, identify gaps, issues, and risks, and assist in addressing these as necessary
- Assist DRR/Recovery coordinator to perform various other tasks not covered in the above-mentioned points.
Requirements
Education
- Educated to graduate degree level and/or can demonstrate equivalent intellectual capacity
- Professional qualification or equivalent of qualifying experience in Project Management
Experience
- 2-year experience in disaster operations management in the field Strong background in report-writing and product delivery within tight deadlines
- Experience of supervising and supporting staff
- Experience of working for a humanitarian/non-profit-making organization
- Preferred Experience in Disaster Risk Reduction programs
- Preferred Experience in Health and Community Based Health programs
- Preferred Experience of working with the Red Cross / Red Crescent
Knowledge and Skills
- Advanced skills in computers (Windows, word processing, spread sheets, etc.)
