The International Federation of Red Cross and Red Crescent Societies (IFRC) is seeking a Disaster Law, Policy and Advocacy Consultant, Philippines to support and represent the Philippine Red Cross (PRC) in its role as a member of the National Disaster Risk Reduction and Management Council (NDRMMC) and in advocacy and in positioning the Government of the Philippines, parliamentarians, international and civil society organizations and other stakeholders on key disaster law issues (DRL DRR etc) and other identified humanitarian policy issues that may arise with regards to gender and diversity, community engagement, first aid etc and their links to disaster law.
The Disaster Law, Policy and Advocacy Consultant will support the Philippine Red Cross to ensure its auxiliary role is well utilized, understood and to promote PRC as a partner of choice in relevant national law and policy making processes
In addition, the consultant can also support PRC in humanitarian values dissemination and advocacy efforts, the aim of which is to strengthen the understanding of Government and key humanitarian and development actors on the auxiliary role of Red Cross, it’s Fundamental Principles and to create a more enabling environment for humanitarian and development work with key decision makers and opinion leaders. The Disaster Law, Policy and Advocacy Consultant will provide support and advise to PRC to assist with government outreach, positioning and analysis particularly in the area of disaster law.
The Disaster Law, Policy and Advocacy Consultant will be selected in agreement between PRC and the IFRC Disaster Law Programme and IFRC Country Office. He/she must be highly qualified and experienced in government relations in the Philippines, policy and legal development.
Required/ qualifications for the Disaster Law, Policy and Advocacy Consultant:
- Law degree
- Preferred qualification relevant to government policy and advocacy effort
- Preferred Degree/or advanced training in disaster risk management
Experience:
- Experience working with the Government and law, policy or parliamentary processes in the Philippines
Demonstrated experience in the international humanitarian/and or development sector
Proven experience in advocacy and influence efforts with decision makers
Demonstrated research writing and reporting experience in English (sample to provided)
Experience in the development of legislation and/or associated regulations.
Demonstrated experience in project management
Experience with networking and communicating with different stakeholders such as government, Red Cross/Red Crescent, UN, NGOs and other organizations
Skills/Knowledge:
Good knowledge, understanding of government and parliamentary processes in the Philippines including law making
Good knowledge of IDRL and disaster risk reduction and response concepts
Preferred with good knowledge and understanding of international humanitarian law
Excellent representation and diplomatic skills
Excellent professional communication skills, both written and verbal
Good computer skills including knowledge of Microsoft Office applications
Ability to use own initiative and problem –solving skills
Fluent spoken and written English
