Background

Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional office, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). In Africa, the Regional Office (RO) based in Nairobi provides support and operational oversights to IFRC’s country offices (COs) and multi-Country Cluster Support Teams (CCSTs).The IFRC’s Country Office in Mozambique is responsible for providing robust support to the Mozambique Red Cross (CVM) in implementing humanitarian and recovery programmes that address the needs of vulnerable people. Since 20 March 2019, the IFRC has been supporting the CVM in responding to the needs of communities affected by Tropical Cyclones Idai and Kenneth. The Emergency Appeal has been revised in January 2020 in order to expand recovery programming to new geographical areas and to scale up IFRC’s support to CVM for enhancing its Disaster Risk Management (DRM) capabilities including Preparedness for Effective Response (PER) approach. The IFRC is shifting its focus towards strengthening CVM’s capacity for implementing climate smart recovery programming and Disaster Risk Reduction (DRR) in close coordination and collaboration with RC/RC Movement partners, governmental agencies and other key stakeholders in Mozambique.
Job Purpose
The DRM delegate will support the Mozambique Red Cross (CVM) in enhancing its institutional preparedness to respond to disasters and crises, and in strengthening its capacity to build preparedness and resilience at community level, by working closely with community actors such as INGC and local disaster committees.
S/he will guide and support CVM in systematically implementing the Preparedness for Effective Response (PER) approach, plans, tools and related practices at headquarters and selected branches. S/he will work closely with the IFRC operations manager and other technical delegates in designing and guiding climate-smart adaptation and recovery programming, and developing nature-based DRR approaches for promoting Healthy and Safer Communities in Mozambique.
S/he will also be the focal point for monitoring emerging disasters and crises as well as the security context in Mozambique.
The DRM delegate will be part of the IFRC management team in Mozambique and will work closely with the operations manager for all DRM related activities in Central Mozambique in particular.
Job Duties and Responsibilities
Institutional Preparedness:
- Lead IFRC support to building and strengthening CVM institutional preparedness to respond to disasters. Provide and facilitate technical guidance and support to CVM to strengthen its DRM capacity at HQ and branch levels to improve standing readiness for effective response to disasters and crises.
- Promote IFRC’s Preparedness for Effective response (PER) approach and related tools for systematic analysis, prioritization and planning, in close collaboration with CVM and partners. Where possible, promote the PER approach throughout CVM ongoing and future emergency response operations and recovery programmes.
- Promote and facilitate systematic training for CVM to develop and maintain proper mechanisms, organizational, management and other structures and systems for managing emergencies (e.g. contingency plans based on the national disaster risk analysis, emergency stock management, assessment guidelines, reporting mechanisms ) in close collaboration with IFRC and Movement colleagues and other key stakeholders.
- Promote effective Movement coordination for disaster and crisis prevention, preparedness and response.
- Support CVM in other related technical areas such as migration and displacement, readiness for cash/voucher -based interventions, and Forecast Based (anticipatory) Actions, and ensure community engagement and accountability (CEA) and protection, gender & inclusion (PGI) approaches are adopted and applied throughout DRM programming.
Disaster and Crisis Response:
- Monitor the disaster and crisis and trends in Mozambique and guide appropriate response and early action in close coordination with CVM and partners.
- Provide technical support to new CVM response operations based on needs assessment, joint planning and coordination.
- Provide technical support to the IFRC operations manager and team as requested for ongoing and future operations
- Ensure the activation of the Movement readiness plans and support the Movement coordination efforts in response operations to large scale disasters or emergencies.
- Ensure that risk reduction elements are incorporated in relief and recovery operations wherever appropriate.

Climate-Smart Disaster Risk Reduction:
- Support CVM in the scaling up of community-based disaster risk reduction (CBDRR) programming, including the development of a new DRR-strategy and related plan of action
- Work closely with the IFRC operations manager and other technical delegates in designing and guiding climate-smart recovery programming and nature-based solutions
- Identify appropriate technical resources and partners to promote and develop nature-based DRR solutions and approaches for promoting Healthy and Safer Communities in Mozambique
- Ensure Federation support to preparedness and risk reduction and climate change adaptation measures are carried out in the most vulnerable communities based on risk profile, CVM capacity, commitment and interest.
- Provide necessary technical support to CVM for promoting effective Forecast-Based Action in close collaboration with other Partner National Societies such as German Red Cross.
- Ensure programme support integrated and sustainable community based early warning/early action system linked to regional/national early warning systems and hydrometeorological services. This should consider risk assessment, detection, monitoring, emergency management structures, local dissemination and public education.
- Assist, guide and support CVM to identify priorities for disaster risk management and project planning process (risk assessments, enhanced VCA) in close co-operation with technical colleagues.
Reporting, monitoring and evaluation
- Assume budget holder responsibility for the DRR programme and related activities
- Develop plans and budgets based on expected year-end outputs, ensuring close monitoring of activities and disbursements
- Prepare and submit regular reports, updates and other relevant project documents to keep track of the progress made in the implementation of the activities;
- Work closely with IFRC regional counterparts to ensure effective communication and reporting mechanisms;
- Conduct/support national societies in monitoring, mid-term review, community satisfaction survey, end of operation evaluation
Education
- Relevant University degree (required)
- IMPACT course or equivalent knowledge (preferred)
Experience
- At least 8 years of experience in disaster and crisis management, including experience in institutional disaster preparedness and DRM
- Experience of working for the Red Cross/Red Crescent Movement.
- Experience of setting up, managing and coordinating disaster response.
- Experience of conducting trainings.
- Proven experience in security context and security management.
- Knowledge, skills and languages
- Self-supporting in computers (word processing, spreadsheets etc.).
