Organizational Context
On 28 September, a series of earthquakes struck Indonesia’s Central Sulawesi province, the strongest a 7.4M earthquake only 10 km deep and with its epicentre close to the provincial capital, Palu. The earthquake triggered a tsunami striking beaches in Palu and Donggala. The earthquakes, tsunami and resulting liquefaction and landslides caused significant damage and loss of life.
As of 23 November, 2,101 people are known to have died. A further 4,438 people were seriously injured. Search and rescue operations were stopped on 12 October. According to figures released by Indonesia’s National Disaster Management Agency (BNPB), at least 1,373 people have been reported missing. According to data released BNPB, the number of IDPs has decreased from 171,552 people to 133,631 people. An estimated 15,000 houses and land have been totally devastated. Some 17,000 houses are heavily destroyed but the sites may allow for reconstruction. Around 35,000 families whose houses have been damaged require emergency shelter support for a shorter term. In this regards, QRCS expressed sound interest in supporting recovery programmes in partnership with PMI, with a view to develop a plan of action for the coming years.
The position holder will be a member of QRCS Delegation team in Indonesia.

Job Purpose
Project Officer provides essential support to a project, working under the supervision of Head of Mission (HoM) and other team members to achieve project success.**
Job Duties and Responsibilities
To accomplish their primary goal of providing administrative and technical skills to support a project to success, Project Officer perform the following duties:
- Organize Project Meetings
On a regular basis, Project Officer meets with the HoM to review progress and to discuss future steps. The Project Officer also arranges meetings with the members of the project, sends out any relevant information, and attends each meeting to take minutes.
- Maintain Documents
Project Officer is responsible for maintaining crucial project documents which track project progress. He/she files all project documents in an appropriate database or library, and ensure that all documents are accurate and have been accepted by the HoM.
- Identify Problems or Risks
Being so closely involved in the project, the Project Officer is relied upon to identify any potential issues or risks that could affect the progression of the project. He/she communicates these items with the Project Manager, and work to identify potential solutions.
- Manage the Schedule
Project Officer closely watch the project schedule, monitoring deadlines for each project task. He/she checks regularly that every deadline is still possible, and report any potential delays to the HoM.
Requirements
Education
- University degree in social sciences or equivalent is required.
Experience
- Experience of working for the Red Cross/Red Crescent
- Minimum 2 Years work experience in program/project management
- Experience of working with QRCS programs systems are preferred
- Experience of local commercial & contractual systems are preferred
- Experience of project cycle using participatory methodologies
- Experience in writing progress and final narrative reports
- Experience in project management
Knowledge and Skills
- Advanced skills in computers (Windows, spreadsheets, word processing and accounting packages)
- Knowledge and experience of CODA are preferred
- Experience of and ability to use manual accounting systems
- Skills in training and developing staff
Languages
- Fluently spoken and written English
