Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 192-member National Societies. The organization acts before, during and after disasters, crises and health emergences in order to meet the needs and improve the lives of vulnerable people. IFRC’s work is guided by seven Fundamental Principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality) and by Strategy 2020, which voices the organization’s collective vision and determination to move forward in tackling the major challenges that presently confront humanity.
As one of the five decentralized parts of the IFRC Secretariat, the Asia Pacific Regional Office (APRO) leads the support to National Societies of 38 countries – including Indonesia – through eight Country Offices and five Country Cluster Support Teams. The Country Cluster Support Team (CCST) in Jakarta is responsible for overseeing IFRC support to the National Societies of Indonesia and Timo-Leste, including in implementing humanitarian and development programmes that address the needs of vulnerable people, as well as representation to the Association of Southeast Asian Nations (ASEAN).
Globally the International Red Cross and Red Crescent Movement have been for the first time in decades launched a global emergency appeal to support the work of the Movement globally.
Government of Indonesia has declared national emergency of non-natural disaster for Covid-19 on 14 March 2020. The government has increased its efforts in handling COVID-19 by issuing a presidential decree that mandates the formation of a COVID-19 accelerated handling task force, as well as the Health Minister’s decree on protocols for central government and regional administrations. Jokowi has released official Presidential Decree (Keputusan President) No.7/2020 to form the Covid-19 Task Force and appointed Head of BNPB (National Agency of Disaster Management) as National Commander.
The Indonesian Red Cross, one of the largest humanitarian organization in Indonesia, have been carry out their humanitarian services in respond to COVID-19 Pandemic in the country. To support the work of Indonesian Red Cross, the IFRC CCST for Indonesia and Timor Leste launched an appeal to support the PMI to enable the delivery of humanitarian assistance to reach at least 2,000,000 people (approximately 500.00 household) in priority Provinces.
The Communication Officer will be based in Jakarta, Indonesia directly support the work of Indonesian Red Cross (PMI).

Job Purpose
The Communication Officer will be based in Jakarta, reporting to COVID-19 Operation with technical coordination with IFRC Communication Coordinator, NSD Coordinator and PMI Communication.
The assigned person will directly work closely with PMI on COVID-19 engagement in public information activities (integrate the use of PMI/IFRC online platform, audio-visual productions and social media engagement) as well as developing humanitarian interest stories of the COVID-19 Operation.
S/He will be embedded in the Public Communication Bureau of PMI and will support the team to manage communication related materials as required by PMI and IFRC for COVID-19 Operation.
Job Duties and Responsibilities
- Support the Indonesian Red Cross on the implementation of their communication strategy
- Develop communication plan for IFRC COVID-19 Operation in coordination with PMI Communication highlighting the communication objectives, the audience, tools and deliverables.
- Produce weekly snapshot on humanitarian impact of the COVID-19 Operation of PMI and IFRC
- Support the Indonesian Red Cross on generating high quality photos, video clips news stories and increase the frequency of stories published on the organizational social media and other online platforms
- Improve the quality of storytelling: focusing on people-centered stories
- Use evidence-based approach to showcase the impact of the work on PMI and IFRC
- Working together with other operation cell to ensure alignment of public communication messages, including on risk communication.
- Support the development of public communication materials (substance and design) and ensure all visibilities and branding requirements for COVID-19 is implemented.
- Supporting PMI resource mobilization department by contributing to the development of proposal and donor reports
- Identify significant assistance within COVID-19 Operation and prepare media releases which include visibilities materials (photos, videos and branding)
- In coordination with IFRC APRO, IFRC Communication Coordinator and PMI Public Communication, drafting communication packs with key materials on COVID-19 Operation (fact and figures, key messages, reactive press line, press releases, etc).
- From PMI and IFRC media monitoring, identify any issues that affect the organization’s reputation of both PMI and IFRC
- Ensure that in all public communication materials (those coming from RCCE and other programming) are following visibilities and branding requirements.
- Updating database on branding related to COVID-19 Operation by providing information and links to the related media
Requirements
Education
- Relevant University degree in journalism, communications, marketing or international policies**
Experience
- Experience of working for the Red Cross/Red Crescent is Preferred
- At least 3 years of experience in an international environment in communications, journalism or international cooperation.
- Ability to independently deliver a range of compelling communications content, including humanitarian interest stories, from the field including social media content and AV materials.
- Experience in contributing to the development of communications strategies and a variety of communications materials in complex and delicate situations is preferred
- Strong experience in humanitarian organization, including experience in emergency response is preferred
- Experience in building media contacts, good presentation skills
- Involved in executing crisis communications plans and planning for, responding to and mitigating reputational risk is preferred
Knowledge and Skills
- Advanced skills in computers (Windows, spreadsheets, word processing and accounting packages)
- Proficiency in the usage of video editing and photo editing software
- Knowledge of social media and related trends
- Knowledge of humanitarian affairs and COVID-19 issues is preferred
- Good analytical skills
- Flexibility and ability to travel in the operation’s areas
- Skills in training and developing staff
