We are experiencing an increased number of disasters globally and a shift in the type of disasters that we are responding to. There are more protracted crises; in Syria, the migration in Europe and in the Americas, the Rakhine crisis, and including silent and forgotten disasters. Of equal concern, are smaller and medium sized disasters that constitute most of the events globally. Patterns of climate change are contributing to increased vulnerability and risk, not only in times of disaster but in relation to already existing issues including health and nutrition, food security, access to safe water and water-borne diseases, protection, gender and inclusion, among others. With the increased number of disasters, additional funding is required to meet the increased needs. Additional dedicated resources are necessary to not only raise awareness and funding for emergency operations but also to strengthen the fundraising capacity of national societies during emergencies and their collective accountability and donor stewardship. Direct support provided to the country/CCST IFRC team and to the National Society will ensure that we maximize RM efforts
Job Purpose
Under the guidance of Unit Manager, National Society and Government Partnerships, Partnerships and Resource Development Department, the Senior Officer, National Society and Government grant management is responsible for coordinating across regions and Geneva the management of large government contributions, namely, contributions from the governments of Japan, United Kingdom, USA and others in support of COVID-19 Red Cross Red Crescent response. As part of the Partnership and Resource Development team, this role is to work closely with the relationship managers in the Partnership and Resource Development department and with the regional Partnership and Resource Development teams in order to lead on management of large National Society and government contributions in line with IFRC’s standards and guidelines
Job Duties and Responsibilities
Partnership and Resource Development**
- Lead on managing large government grants, namely, the contributions from government of Japan, United Kingdom, USA and others as seen appropriate in coordination with relevant relationship managers and departments in Geneva and regions.
- Build and maintain strong working relationships with high level stakeholders such as governments and donors to ensure, smooth transactions and compliance with IFRC policy.
- Ensure donor compliance on government and National Society contributions including timely reporting and accountability to these donors through engagement with relevant government missions and National Society and government focal points and in close cooperation with relationship managers in PRD in Geneva and in the region and relevant technical departments.
- Lead on negotiation of agreements and contributions with assigned partners in close coordination with relevant relationship managers, ensuring that earmarking and other requirements are in line with operational priorities.
- Develop specific guidelines on grants management for regions and Geneva that specifically address reporting requirements and engagement with their partners, working in collaboration and close coordination with relevant relationship managers.
- Ensure that the proper processes are developed and put in place as to ensure due diligence and risk assessment working with relevant technical departments.
- Work in close coordination with the Partnership and Resource Development Surge in executing a well coordinating Partnership and Resource Development strategy to support to the COVID 19 response.
PRD Tools and Systems
- Participate and/or lead where relevant, in partner evaluations, assessments, reviews and/or audits to ensure IFRC systems and operations are accurately represented and partner requirements are successfully met.
- Monitor the effective stewardship of National Society and Government partner funds relating to emergency appeals received in line with partner expectations related to implementation, results-based reporting and visibility. Monitor progress and performance towards deliverables, identify risks and inform senior management of actions to be taken to mitigate risks.
- Any other PRD duty as required by the National Society and Government Partnerships unit
Education
Required
- University degree or equivalent in a relevant discipline.
Preferred
- Relevant post-graduate degree.
- Relevant professional training courses.
Experience
Required
- Minimum 5 years in grant management and donor relations.
- Minimum 5 years of experience in partnerships and multi-stakeholder engagement, fundraising and planning.
- Relevant work experience with the Red Cross/Red Crescent Movement and in particular within large emergency operations.
- Experience in managing and ensuring compliance to government grants.
Preferred
- Working with international funding agencies (e.g. Multilaterals, Financial institutions, or governments).
- Experience in emergency appeal mechanisms and humanitarian donor policies.
Knowledge, skills and languages
Required
- Familiarity with government and multilateral funding systems and within the RC Movement.
- Strong knowledge of information sharing tools including CRM.
- Demonstrated skill in analytical and strategic thinking.
- Ability to work in a diverse cultural context.
- Highly organised, with ability to create a team approach.
- Excellent communication skills, facilitation and presentation skills.
- Excellent relationship building skills; ability to build and strengthen internal and external networks, and establish effective partnerships, with National Societies.
- Ability to work under pressure and with tight deadlines.
