The International Federation-Country Cluster Support Team (CCST) for Indonesia and Timor Leste is looking for qualified candidate to fill the following position:

Job Purpose
The role of the Human Resources Manager is to manage all HR aspects for Federation personnel plus personnel employed by the integrated PNSs in both Indonesia and Timor-Leste. The Human Resources Manager reports to the Head of CCST and liaises with the HR in Zone Office when required.
He/She contributes to the achievement of the Federation’s Strategy for Implementation 4 to “ensure a strong IFRC that is effective, credible and accountable” and the role demands strict adherence to the International Federation of Red Cross and Red Crescent Societies’ Code of Conduct.
Job Duties and Responsibilities
Serve as the focal point for all IFRC Indonesia and Timor Leste local personnel, including integrated PNSs national staff, for recruitment, selection, contracts, briefing & debriefing, payroll, insurance including health insurance, performance management, end of mission and exit interview; maintaining accurate HR database and personnel records for all staff and delegates including Keeping track of leave for all personnel.
Serve as the focal point for all IFRC delegates issues: recruitment, selection, contract, visas, working permits or diplomatic permits, insurance, briefing & debriefing, performance management, end of mission, and regularly liaise with the Regional Human Resources Manager (Asia Pacific); including tracking delegates mission dates, extension of missions and liaise with Asia Pacific Zone Office for replacements of delegates or extensions;
Validate ToR for local and international consultants and interns in order to ensure consistency with IFRC policies and procedures; includes Manage visa and stay permit process for IFRC visitors and consultants;
Support the capacity building in Human Resources of 2 National Societies: Indonesian Red Cross (PMI) and Timor Leste Red Cross (CVTL)
Provide timely and quality reporting for management purpose
Ensure the Company Regulation is updated, aligned with IFRC standards and national labor law and duly approved by Ministry of Manpower in Indonesia, as well support the Office Manager the same process for Timor-Leste to ensure full understanding and respect of IFRC Regulations and compliance.
Develop an appropriate system for psychological support for staff based on global guidelines; including facilitate team building and lead on team events to foster a conducive working environment.
Position Requirements
- Bachelor degree in Human Resources or related field
- Other Professional HR qualification certification is preferred
- Experience of managing & supporting staff
- Experience in dealing with locally employed staff issues
- Minimum of 7-10 years of relevant experience
- Experience of working for the Red Cross/ Red Crescent Movement or humanitarian aid organization in a developing country is preferred
- Knowledge of HR function (Pay & Benefit, recruitment, training)
- Familiar with Indonesia Labor law / regulation
