MEDICAL LOGISTICS DELEGATE VENEZUELA

Job Purpose

The Medical Logistics Delegate will oversee the medical logistics operations including the relevant warehouse operations that are managed by the Venezuelan Red Cross Society (VRCS) and technical support on the reception of goods, inspection and quality control, physical management of stock, dispatch arrangement to cater for distribution and oversee the manual processing of inventory control. This position will ensure the staff and volunteers engaged in the medical warehouses have a sound understanding of their roles and responsibilities. Moreover, practice standard procedures and utilizing the proper tools throughout their job. The Medical Logistics Delegate with the directions of the Head of Country Office will develop on the job-training module for the VRCS staff and ensure relevant human resource are equipped in all aspects of medical warehouse management with satisfactory performance.

Job Duties

The Medical Logistics Delegate is responsible for:

• Assess health facilities and provide technical advice and guidelines on proper storage, dispensing, use and disposal of medical supplies as needed.

• Set up the appropriate system to centralize the medical supply chain. Ensure an efficient mechanism for collection of need, inventory and consumption of medical supplies hospitals and health centers

• Supervise, support, train and develop local staff and volunteers on management of medical supplies.

• Develop a contingency plan for the scaling up of medical supply chain activities (increase storage capacities, training additional volunteers and staff etc.)

• Assess patient loads and services provided at health facilities to define together with logistics focal points the warehouse needs at national level for the size of the medical supplies supply program

• Participate in the selection of the warehouse and set up of logistics focal points, if required and time allows.

• Support the improvement of medical warehouse and health centers storage rooms are up and managed according to international standards and Federation’s procedures.

• Ensure together with Logistics an efficient mechanism for the receipt, storage, picking and packing and dispatch, and transport of supplies, and best practice will be implemented in all stages of the process.

• Ensure cold chain will be properly established and maintained, and cold chain items is correctly dispatched and maintained during the process.

• Ensure correct disposal of expired/unusable medical supplies according to local legislation.

• Advise Logistics team as needed on the organization of the transportation of dispatches from warehouse to health services (if applicable), ensuring accurate and complete documents is prepared for all dispatches.

• Cooperate with Logistics in the preparation on any special documentation for import of drugs, import permit for narcotics, ensuring compliance with national and international legislation

• Disseminate the importance of quality assurance and ethical, reputational and legal risk in relation to supplies not meeting IFRC quality assurance standards

• Provide technical support to logisticians and other department on medical logistics issues.

• Liaise with international organization, specially PAHO, government and non-government agencies and collaborate with them as appropriate and according to the circumstances and institutional strategy.

EDUCATION

  • Relevant university degree in Logistics
  • Professional qualification in logistics or equivalent experience
  • IMPACT (International Mobilization and Preparation for Action), Basic Training Course for Delegates

EXPERIENCE

  • A of Minimum of 5 years’ experience in managing Logistics of RC field operations in a security sensitive area and in complex emergencies or similar contexts
  • A very good track record of managing people, networking, influencing and negotiating and building relationships effectively.
  • Relevant professional experience in general logistics, including warehousing, transportation, customs clearance and procurement and staff training.
  • Experience in reporting and proposal writing, budget and financial management to ensure compliance
  • Experience of working with National Societies
  • Experience working for a humanitarian aid organization in a developing country

Knowledge, Skills and Language

  • Knowledge about Pharmaceutical International Regulations and Standards
  • Self-supporting in computers
  • Coordination and partner relationship building/ Excellent skills in networking with other agencies and organisations - Good interpersonal skills
  • Ability to work under stressful conditions, meet deadlines and travel extensively to support field operations or training
  • Excellent communication and organisational skills as well as logistics technical expertise with good knowledge of Logistics tools and guidelines for programming
  • Skills to analyse and draw conclusions for a rapid and well-argued decision
  • Good knowledge of the region and capacity to practice political and cultural sensitivity
  • Knowledge of Red Cross Red Crescent Movement and Sharing the RC/RC principles and values
  • Skills in training and developing staff capacity

Languages

  • Fluent in written and spoken English. MANDATORY
  • Fluent in written and spoken Spanish. MANDATORY
  • Good command of another IFRC official language (i.e., French) or any other language relevant in the region, neighbouring affected countries, or to the country of mission.
