The International Federation-Country Cluster Support Team (CCST) for Indonesia and Timor Leste is looking for qualified candidate to fill the following position:

Job Purpose

The Disaster Risk Reduction Manager will work under the supervision and guidance of Program Support Delegate. The person will be the principal representative of executing the DRR activities and incorporating other sectors into community-based work at field level and report to the Program Support Delegate. The main objective of the DRR Manager is to establish strong coordination and linkages with PMI technical leads in the field to ensure that program activities are implemented timely and successfully.

Job Duties and Responsibilities

  • Support and lead the implementation of DRR activities in within the respective area of responsibility as per the Plan of Action.
  • Support and advise the DRR team in PMI to manage and implement the project in an efficient and timely manner. Help the PMI NHQ DRR team in coordinating field teams and monitoring and supervising ongoing projects.
  • Develop and update operational plan with PMI DRR team for DRR interventions covering preparedness, risk reduction and mitigation activities.
  • Closely monitor project expenditures and ensure that all expenditures are within the given budget. Follow up financial reporting and make sure that working advance report from the PMI is submitted in time.
  • Support the team in organisation of the field assessment and community activities under mitigation/DRR activities.
  • Follow up and advise the field project teams to analyse and prepare reports after the completion of any activities.
  • Support the PMI on the facilitation of DRR training events at various levels.
  • Ensure that DRR interventions are carried out in accordance with the approved plan of action, ensuring that the status of the DRR deliverables is regularly reviewed.
  • Monitor the implementation of DRR activities, identify gaps, issues and risks and assist in addressing these as necessary.
  • Lead and support the development of resilience data bank with the support of PMER/IM team, piloted in Lombok.
  • Ensure a coordinated and collaborative approach is undertaken for the implementation of the DRR activities in the field level and have an integrated approach with all sectoral interventions under EPoA.
  • Assist the line manager in ensuring field-based project staff receive relevant skills training and knowledge development required for effective implementation especially in DRR related activities
  • Compile and prepare weekly DRR update and other reports in a timely and qualitative manner. Update and report the Line Manager on a regular basis about the progress of the DRR activities for the Lombok EQ operations.
  • Coordinate all activities between the provincial branch and DRR team in the field.
  • Undertake field visits and monitor project activities as appropriate. Submit a brief report after each field visit.
  • Attend external meetings and coordination forums as and when requested by the line manager.
  • Attend partner’s coordination meeting and prepare minutes of the meeting.
  • Any other professional tasks requested by the immediate line manager.

Job Requirements

Education

  • University degree in disaster risk management and/or can demonstrate equivalent intellectual capacity.
  • Professional qualification or equivalent of qualifying experience in Disaster Risk Reduction Management

Experience

  • 7 years in disaster operations management in the field on DRR
  • Acquainted with International Federation policies, procedures and systems
  • Experience of working for a humanitarian/non-profit-making organization
  • Planning, implementing and monitoring projects from conception to completion

Knowledge and Skills

  • Advanced skills in computers (Windows, word processing, powerpoint, spreadsheets)
  • Able to work independently and as part of the team
  • Skills in training and developing staff
  • Exceptional organizational ability with an eye for detail
  • Documentation preparation/presentation and computer-based production skills
  • Sensitive to cultural and regional issues
  • General knowledge in technical sectors such as WASH, SHELTER, LIVELIHOODS, CASH

Languages

Fluently spoken and written English, Bahasa Indonesia
