Purpose of Project and Background
The Global Road Safety Partnership (GRSP) is a hosted programmed of the International Federation of Red Cross and Red Crescent Societies (IFRC), representing a global partnership between business, civil society and government, dedicated to the sustainable reduction of road crashes and road trauma. In collaboration with its members, GRSP is a leading contributor to global road safety knowledge, and through a participatory approach in its project work, builds capacity of road safety stakeholders and encourages the adoption of global good practice to address local road safety issues.
Specifics of the role
This role will support GRSP’s CEO, Global Manager, and Road Policing team to develop and deliver leadership courses (online and classroom-based) in various countries. The person filling this role will have skills and experience relevant to the areas of stakeholder and partner relationship management, course development, course delivery, and a strong understanding of the nature and scope of global road safety and road policing issues and challenges. They will possess experience in the various dimensions of road safety work in low- and middle-income countries and have demonstrated expertise and experience in establishing and maintaining strong partner and donor relationships.
Alignment to the IFRC’s objectives and strategy (IFRC’s Strategy 2020) This activity is aligned with Strategic Aim 2 of the S2020 - Enable healthy and safe living.
Consultancy objectives
• At the direction of the GRSP Global Manager:
o Maintain partnerships with global and local partners in order to strengthen the delivery of GRSP Leadership Courses
o Liaise with partner organisations to ensure efficient selection and enrolment of appropriate students and effective delivery of 3 x residential course offerings in the USA and Malaysia in 2020
o Develop and refine materials for Road Safety Leadership Course delivery in May/June 2020
o In consultation with road safety experts and members of the Leadership Courses Organising team, develop and deliver in-class content (Nov/Dec 2020) and develop online content (May-Oct 2020) for several road safety Leadership Courses, including development of pedagogical approach
o Support establishment and implementation of Road Safety Fellowship programme
o Further develop the global community of practice and Leadership Course alumni activities
o Monitor budgets associated with Leadership Courses delivery.
Desired outcomes
• Strategic partnerships maintained and strengthened for growth of GRSP Leadership Courses
• Expanded and enhanced GRSP knowledge-base
• Expanded capacity for GRSP to deliver new Leadership Courses in road safety and road policing in 2020
• New course content (in-class and online) successfully developed on time and within budget in 2020
• Minimum of 3 Leadership Courses successfully delivered on time and within budget in 2020
• Donor reporting requirements relevant to course delivery completed on time
Method of delivery and reasons for selecting that method
This GRSP Consultant is expected to work independently but with direction and guidance from GRSP’s CEO, Global Manager and Road Policing Managers. The specific outputs and deliverables are outlined in the “Desired outcomes” section.
Support to be provided to the consultant
The Consultant will be provided with administrative support from the GRSP Secretariat, as well as the support and guidance of the GRSP CEO, Global Manager and Road Policing managers.
Schedule for payment of fees
The Consultant is expected to submit an invoice monthly for the consultancy period.
Time Allocation, for budget purposes The assignment is for a period from 1 May 2020 to 28 February 2021, working for a total maximum of 151 days.
Management of consultancy The manager for this consultancy is the GRSP Global Manager.
Notes
Please submit a financial offer along with your proposal and CV, which contains the following information: • Fee for services to be provided based on the deliverables in the Terms of Reference.
• The consultant will be contracted by the IFRC and the standard contractual terms will apply.
Education:
- University degree in either road safety, communications, public health or education
- Relevant technical training on road safety
Experience:
- At least 5 years experience working in international development, with a preference for experience in road safety and public health.
- Experience in developing and delivering training programmes, including the development of online course materials
- Experience in working with multiple international partners to implement training programmes
- Experience working for the Red Cross /Red Crescent; or an NGO with a focus on policy change or other humanitarian organisation.
- Experience managing and coordinating high-level international events
- Experience delivering technical content, particularly focused on road safety
- Demonstrated experience in managing high-level partnerships to facilitate programmatic outcomes
Knowledge and Skills:
- Strong communication and negotiation skills
- Strong training and facilitation skills
- Strong problem solving ability
- Knowledgeable about social media and related trends
- Excellent verbal and written skills for press relations
- Knowledge of humanitarian affairs -Ability to negotiate with a variety of international partners and stakeholders
- Ability to multi task and work under pressure, and to time and budget deadlines
- Advanced analytical skills
Languages:
- Fluently spoken and written English
- Good command of another IFRC official language (French, Spanish or Arabic)
