Lombok
Since the first 6.4 magnitude earthquake struck off Lombok, province of West Nusa Tenggara, Indonesia, on Sunday 29 July 2018, four further earthquakes and multiple aftershocks; 7.0 magnitude earthquake on 5 August 2018, 6.2 magnitude earthquake on 9 August 2018, and 6.9 magnitude earthquake on 19 August 2018 have impacted the districts of North Lombok, East Lombok, West Lombok, Central Lombok, Mataram, and Sumbawa island, in addition to Bali island.
Around 150,000 families (600,000 people) were affected by the earthquake, with over 445,000 people displaced. Education, health and other public facilities were also severely damaged. There were also damage to main roads, resulting in constraints to accessing some of the affected areas, as well as disruption to communication lines.
Sulawesi
On Friday from 14:00h, 28 September 2018, sets of earthquakes have struck off Donggala Regency, province of Central Sulawesi, Indonesia from 14:00h West Indonesia local time with the strongest magnitude of 7.4 at 17:02h, and continued with 634 aftershocks (till 14 October) ranging from magnitudes of 2.9 to 6.3 afterwards. The epicenter was in the mainland at 7.7 South and 119.85 East at a depth of 10km. The earthquake also triggered tsunami warning for areas of west of Donggala, north of Donggala, north of Mamuju and Palu city according to Indonesian Meteorological and climatological and Geophysical Agency. The tsunami warning was later lifted around 17:39h local time. However, the Indonesian Meteorological, Climatology and Geophysical Agency (BMKG) has confirmed the event of 1.5 meter of tsunami wave that hit Palu, Donggala and Mamuju reaching several hundreds of meters inland in many places. The impact in Palu and north along the Donggala coastlines of the bay leading into Sulawesi was severe. The series of earthquakes did not only triggered trigger a tsunami, but also major liquefaction in three major spots and landslides which resulted in damages, impacts and constrained access to humanitarian relief. The liquefaction damaged or obliterated an estimated 4,000 houses.
The EPoA for the Indonesia Earthquakes and Tsunami Operation plan to support up to 160,000 people (40,000 households) for 20 months. The operation will focus on the following main areas of interventions: shelter; livelihoods and basic needs; health; water, sanitation and hygiene (WASH); protection, gender and inclusion (PGI); disaster risk reduction (DRR); and National Society and local actor (branch) capacity enhancement.
Job Purpose
The purpose of the position of IFRC Supply Chain Sr. Officer based in Jakarta to support with the ongoing procurement of goods, works and services required for the current operations in Lombok and Palu, in compliance with IFRC fundamental principles and procurement procedures.
As part of the role of the Supply Chain Sr. Officer, he/she will be supporting with the IFRC supply chain strategy in Indonesia, including improvement of the supplier management, development of the current pool of suppliers to support more efficiently future responses, develop key framework agreements, all in close coordination with PMI.
Job Duties and Responsibilities
- Support with ongoing procurement files for goods, works and services in Lombok and Sulawesi operations;
- Supplier management on CBI ongoing implementation at Sulawesi, Lombok and Sunda Strait provinces;
- Preparation and implementation of Framework Agreements for Financial Service Providers for Indonesia, in coordination with PMI HQ;
- Support the Logistics Coordinator with the Market assessments nationwide to increase the current pool of suppliers;
- Develop and manage the Supplier Database for all IFRC Indonesia;
- Development of Framework Agreements for other goods and services in coordination with CCST Jakarta and PMI HQ;
- Development of an Item Catalogue for IFRC / PMI Indonesia, based on the EIC and the PMI list of items required during emergency responses (in coordination with PMI);
- Support the operations in Lombok and Sulawesi with complex procurement files;
- Provide when needed, workshops to PMI staff at the PMI HQ level or at the filed level, to increase their understanding on IFRC procurement procedures for increased accountability;
- Maintain documentation according to IFRC filing standards to full audit trail and provide advice/negotiate contracts for goods and services required;
- Support with the revision of current Procurement processes in coordination with CCST;
- Provide weekly/monthly procurement reports;
- Maintain communications with the relevant stakeholders to ensure timely and efficient receipt and dispatch of goods in support of the operation;
- Ensure proper filing of appropriate standard IFRC records for monitoring, controlling and reporting as well as maintain all records that are necessary for audits and inspections;
- Upon instruction from the line manager, undertake field trips to verify details of suppliers/service providers.
- Ensure compliance with the IFRC Code of Conduct and Fraud and Corruption Prevention and Control Policy when discharging duties under this role.;
- Support the dissemination of IFRC’s Fraud and Corruption Prevention and Control Policy to all suppliers/service providers who engage with the Country Office;
- Perform other duties as may be assigned by the line manager.
Position Requirements
- Bachelor’s degree
- Course in any logistics related field, i.e. Transportation, Warehousing, Fleet, procurement (Preferred)
- Min 7-years’ experience in Logistics related jobs (i.e. procurement, warehousing, transportation)
- Experience of supervising and supporting staff or labourers
- Experience of working with the Red Cross / Red Crescent
- Experience of working for a humanitarian/non-profit-making organization
- Computer skills (Word, Excel, etc)
- Fluency in written and spoken English and Bahasa
- Able to work independently and as part of the team
- Exceptional level of patience and able to work long hours and weekend
- Strong negotiation skills
- Ability to detect and resist potential fraud
- Documentation preparation and filing skills
