Organizational context
The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into four Business groups in Geneva and five Business Groups in the field, namely the Regional Offices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA).
The Africa Zone Business Group is organized through Cluster Support Teams representations covering the National Societies in Eastern Africa, Southern Africa, West Coast, Sahel and Central Africa as well as country representations in Ethiopia, Sudan, Republic of South Sudan, Chad, Niger, Somalia.
Job purpose
The Operations Manager is accountable, under the direction and guidance of the Cluster office, for managing the Food Security Emergency Operation in Zimbabwe supporting the National Society in leading the operation. The Manager provides oversight on the Zimbabwe operation, including by leading the programme implementation and NS support teams, overseeing timely planning, implementation and reporting, and liaising with counterparts from Participating National Society, the ICRC, and external partners such as UN agencies, NGOs, donors and missions active in Zimbabwe.
Job duties and responsibilities
Cultivate, nurture and maintain relations with the National Society’s counterpart and advise in the planning, implementation and management of IFRC-supported disaster response operation.
Work with the Disaster Management and Finance Departments to ensure effective system are set up to support assessment, distribution planning and implementation, reporting and evaluation of Cash Transfer Programme (CTP) in the affected districts.
Provide support and training to Zimbabwe staff and volunteers in delivering an accountable and transparent CTP;
Assist the NS with the selection of CTP beneficiaries;
Continuously engage the selected CTP provider to meet the cash delivery needs of families on CTP.
Provide management oversight to ensure that all activities relating to IFRC-supported operations are implemented in accordance with standards, are aligned with IFRC guidelines and policies and that the outcomes/deliverables outlined in plans of action are achieved within set timeframes.
Manage operational budget to ensure that expenditure relating to IFRC-supported operations is within income and approved ceilings, in compliance with IFRC finance procedures and in line with donor earmarking requirements.
Actively support communications and fundraising efforts, including by leading preparation of proposals, and oversee production of timely and accurate reports.
Supervise management and maintenance of resources (equipment, infrastructure, logistics, etc.) necessary for successful implementation of operational activities and ensure that adequate well-performing personnel are in place to support implementation.
Coordinate with International Red Cross and Red Crescent Movement partners, i.e. Participating National Societies and the ICRC, as well as external partners such as UN agencies (especially clusters), NGOs, donors, bilateral and multilateral organizations within the mandate of the key tasks and responsibilities set in this job description.

Position Requirements
Education
Relevant university education or an equivalent of qualifying experience
Basic Delegates Training Course, IMPACT or equivalent knowledge
ERU/FACT or ERU/FACT Team Leader or Operations Manager training
Experience
A minimum of 5 years practical field level experience in disaster relief, recovery and community development programming Strong field experience of Cash Transfer Programming
Experience of working in humanitarian and/or disaster response related issues in Africa.
Experience with participatory needs assessment, holistic analysis, and program design processes - including rapid assessment techniques
Experience in project cycle management, including budgeting, monitoring, evaluation, risk management and exit / transition planning
Experience in disaster response strategy development, implementation, monitoring and evaluation Experience with designing and delivering training and/or other professional development programmes
Knowledge and Skills
Good understanding of key natural disaster response issues and linkages to recovery and community based developmental programming
Strong analytical skills and ability to demonstrate sound judgment Strong oral and written communication skills with an ability to negotiate, present and advocate new ideas and approaches
Good team working skills with ability to work as part of multi-cultural and diverse teams. Excellent training and counterpart development skills
Excellent networking skills and knowledge of key donor and partner organizations in the region Self-supporting in computers (Windows, spreadsheets, word-processing)
