Job Purpose

The purpose of the review/consultation is to better understand the declining membership of the Network and recommend practical steps that will help the network to move forward; focusing on overall impact, sustainability, accountability, effectiveness and efficiency.
The focus of the review/consultation is to revisit the Terms of Reference of the Network especially;

  • the objectives originally set when the Network was established,
  • the contribution, the achievements and the constraints of the Network,
  • clarifying current needs and expectations from member NSs, and
  • identify a sustainable means of effectively engaging with key stakeholders and the senior leadership of its members NS’s.
    It should also be noted that there is an ongoing global review of both Global and Regional skillshare events being conducted by the Virtual Fundraising Hub, as it has aimed to analyse funding models, Movement resources, content and impact of skillshare events and also some of the APFN member NSs were interviewed. The Hub was established based on the Movement-wide Vision and Principles for Resource Mobilisation (CD/17/R2) adopted by the Red Cross Red Crescent Movement at the Council of Delegates in 2017, and has similar aims to facilitate learning and network as well as address the context of fundraising and resource mobilisation challenges faced by NSs. Job Duties and Responsibilities

4.1 The review/consultation aims to address the following:
The achievements of the originally set objectives of the Network (2009-2019):
To review the contribution and achievements the Network has made so far and to match those achievements with the expected outputs and outcomes which were set when the Network established. And to identify any unfulfilled objectives, constrains and the reasons behind, and also identify any unexpected achievements.
The structure of the Network and its working modality:
An analysis of the efficiency, accountability and sustainability of the Network’s set-up (members, Steering Group, Advocate, dedicated secretariat staff, IFRC Secretariat), the engagement level of practitioners (technical level) and senior leadership, and the working modality (administration, event organisation, facilitation of peer to peer support, webinars, etc.).
Financial resources including the membership fee and additional contributions:
An analysis of the current financial status (existing resources) and the financing mechanism of the Network (membership fee scheme, contribution from member and partner NSs supporting the Network outside of the region) and its management.
Needs, expectations and impact on the member NSs:
An analysis of member NSs’ 1) feedback on not only annual skillshare meetings but also usual technical support provided by or through the Network; and 2) mapping of needs/expectations.
The outcome report with a set of recommendations and a recommended strategy will be presented to the Steering Group of the Network and IFRC Secretariat for discussion and will be also shared with member NSs of the Network as an engagement vehicle at both technical and leadership levels. Education

The review/consultation will be conducted by an external evaluation consultant (the Evaluator) who will provide an independent, objective perspective, as well as technical expertise on evaluation with 1) knowledge of Asia Pacific context, organisational development and the way NSs works, 2) technical expertise on fundraising/resource mobilisation and RCRC Movement, 3) experience in working or designing networks as resource or capacity building platforms, 4) advanced experience in leadership engagement.
The Evaluator will report to the EMT. It is the role of the EMT to keep the IFRC Asia Pacific Regional Office abreast of challenges, progress and outcomes.
S/he will not have been involved or have a vested interest in the Network or context being evaluated, and will be hired through a transparent recruitment process, based on professional experience, competence, ethics and integrity for this evaluation.
It is the role of the EMT to identify, recruit and employ the Evaluator. Experience

The Evaluator should have the following characteristics:

  • Demonstrable experience in leading evaluations of fundraising or resource mobilisation networks, and preferably previous experience of conducting wide evaluations in the Asia Pacific region.
  • Knowledge and experience of activities generally conducted by humanitarian organisations in fundraising or resource mobilisation.
  • Field experience in the evaluation of humanitarian or development networks, with prior experience of evaluating RCRC networks desirable.
  • Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner (with examples of previous work).
  • Previous experience in coordination, design, implementation, and monitoring and evaluation of fundraising programmes.
  • Experience in qualitative data collection and data analysis techniques, especially in fundraising or resource mobilisation.
  • Knowledge and experience working with the Red Cross Red Crescent Movement preferred
  • Demonstrated capacity to work both independently
  • Ability to work within tight deadlines and manage with available resources.
  • Fluent in spoken and written English.
  • Strong interpersonal skills.
  • Availability for the time period indicated. Knowledge, skills and languages
