Together with the Democratic Republic of Congo Red Cross (DRCRC), IFRC is responding to the Ebola Virus Disease (EVD) Emergency Appeal.
Job purpose
The Fleet Officer under the direct Supervision and the guidance of the Logistics Coordinator and in close collaboration with the Administration Officer, will facilitate and coordinate the fleet management activities and will ensure the optimal use of the vehicle fleet in the Country and into the fields.
Job duties and responsibilities
The Fleet Officer will:
1) In charge of the overall IFRC motor assets management and provide support to DRCRC Fleet Management
2) Provide overall control of the vehicle fleet and drivers
3) Ensure transport request forms are used and properly approved
4) Monitor all vehicle movements - which vehicles are doing what, with which driver, where and with whom, including ETD (estimated time of departures) and ETR (estimated time of return)
5) Be the official communication channel between drivers and other operational staff
6) Evaluate drivers’ feedback regarding changing field conditions, missions and requests from departments and projects
7) Rotate drivers to ensure their working hours are balanced and that leave is taken (overworked drivers are a security risk)
8) Instruct drivers regarding reporting lines
9) Ensure, through regular checks, that logbooks are used by all drivers, constantly and correctly 10) Compare actual use against transport request forms to prevent any misuse of vehicles
11) Manage the Drivers and make their performance appraisals
12) Supervise refuelling fuel of all the vehicles and generators in collaboration with the drivers and produce regular Fuel reconciliation report.
13) Prepare and do follow up regular maintenance and repairs of all motor assets with the Vehicle Service providers (garages)
14) Responsible for the vehicle inspection on weekly basis (before/after) repairs and maintenance. 15) Liaise with the Workshop for any vehicles service and repairs matters
16) Provide systematic vehicles status updates
17) Organize any transport requirement for cargo transport with locally rented vehicles
18) Maintain appropriate and complete and update vehicles and drivers’ files
19) Ensure fleet vehicles are used in a cost-effective manner
20) Ensure follow up on all incident/accidents matters on vehicles with drivers, police stations and insurance companies
21) In charge of monthly the driver’s logbooks collection, data analysis and accuracy before entering into Fleetwave system.
22) Ensure timely, accurate and correct data entry into the Fleetwave (fuel, mileage, accident/incident, maintenance).
23) Provide Monthly Fleetwave report on vehicles activities and driver working hours
24) Ensure follow up on vehicles insurances coverage and insurance contract renewal in collaboration with the Log/Admin Assistant).
25) Ensure follow up with the Global Fleet Unit for any IFRC Self Insurance claim and processes 26) Ensure a yearly vehicles stock take and liaise with Global Fleet Unit on any issue related to inventory
27) In collaboration with the Logistics Coordinator liaise with Global Fleet Unit for any Fleetwave issues
28) Undertake any other Fleet related task from the Logistics Coordinator**Duties applicable to all staffActively work towards the achievement of the Federation Secretariat’s goals

- Perform any other work-related duties and responsibilities that may be assigned by the line manager Position Requirements Education Required Preferred University degree or Diploma in relevant Area or equivalent knowledge
- Professional qualification in Mechanic, in Fleet and Transportation management
- Experience Required Preferred A minimum of 2 years practical experience in Information System Management
- 4 years of experience in Mechanic, in Fleet management, Mechanic and Transportation
- Experience in working for the Red Cross/Red Crescent
- Working experience as fleet manager in and International organization Knowledge and Skills Required Preferred Self-supporting in computers (Windows, spreadsheets, word-processing and PowerPoint)
- Knowledge in operation of basic office equipment such as scanners, copiers, phones and printers.
- Mechanical skills and ability
- Good knowledge and Familiar with Travel, driving process in DRC and Have a good knowledge of the roads of the region the road network
- Good Knowledge of IFRC’s Fleet Standards (Procedures, Tools and Guidelines.)
- Ability to deal with people in a professional manner in all types of situations
- Ability to identify and report potential mechanical, electrical or safety problems on vehicles
- Ability to work in a cross-cultural and cross-functional environment
- Strong interpersonal skills and good understanding of the global organizationWritten and verbal communication skills required for interactions at all levels
