Organization Context:

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organisation with 190 member National Societies. Our work is guided by seven fundamental principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality) and by Strategy 2020, which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade.
The Secretariat - led by the Secretary General - is the central capacity of the IFRC to serve, connect, and represent National Societies. The mission of the Secretariat is to build a humane, dignified and peaceful world by helping National Red Cross and Red Crescent Societies to become stronger, promote their interests globally, and enable them to work together effectively as the International Federation. The Governance and Board Support is placed under the direct supervision of the Secretary General of the IFRC.
The aim of this Consultancy is to review and analyse the regional conferences by using specifically the context of European Regional Conference experience and make recommendations to ensure its inclusiveness, relevance and coherence not only with the sub-regional meetings and other Statutory meetings but also with the national societies expectations in Europe to enable them to successfully set their joint priorities for their next four years.

Job purpose:

The purpose of this review is to optimize the regional conferences of the IFRC within the current model as it relates to cost efficiency, effectiveness, manage stakeholder expectations and satisfaction.Information and learning from this review will enable the Planning Committee of the European Conference to guide the design of the objective and expected results for the upcoming European Conference and the IFRC Secretariat to develop a new approach to future European regional conferences. This review will further provide the Secretariat with measures and data to assess its current regional conference model, and to articulate its promise of organizing efficient and effective conferences in the future.

Job duties:

  1. Analyse and outline the business processes and roles and responsibilities of various bodies (Planning committee, host NS, NS’s in the region, IFRC Governance team, Regional Office(s) and technical Secretariat staff) involved in preparing ( including setting conference objectives/themes ), running and monitoring outcomes of the regional conference.
  2. Analyse and outline the complementarity or gaps between the sub-regional, regional and other statutory meetings and explain possible measures and mechanisms that should be developed to ensure coherence and harmony between those meetings.
  3. Analyse and outline the expectations of the national societies in Europe from regional conferences (having more operational/practical regional conferences versus high level/strategic regional conferences). How satisfied they are with the current model and how do they think it can be improved?
  4. Analyse and outline how regional conferences can be organized more efficiently (what should be the length of the conference, how sessions should be organized? etc.).
  5. Analyse and outline how regional conferences can be organized in a more cost-efficient way? What are the gaps in the current model?? How technology can be utilized to minimize conference costs? how it is organized in other regions? And other organizations?
