Organizational context:
The Global Road Safety Partnership (GRSP) (www.grsproadsafety.org) is a hosted programme of the International Federation of Red Cross and Red Crescent Societies (IFRC) and is a voluntary association of governments, businesses and civil society organisations. Both the IFRC and GRSP are headquartered in Geneva, Switzerland. The aim of the GRSP’s work is to reduce death and serious injuries as a result of road crashes in low- and middle-income countries.
According to the World Health Organization, road traffic injuries claim more than 1.35 million lives each year and result in approximately 50 million injuries. Low and middle-income countries are disproportionately negatively affected. Globally, road traffic deaths are the leading cause of death among young people and can cost governments between 3 and 5% of GDP. Road traffic injuries and deaths represent a manmade humanitarian crisis and the GRSP/IFRC are committed to evidence-based interventions to address this global epidemic.
GRSP’s work includes:
· developing and running a variety of member and donor funded road safety projects throughout the world, focused primarily in Africa, Asia and Latin America;
· running the Botnar Child Road Safety Challenge to reduce child-related road trauma, supported by the Swiss-based Fondation Botnar;
· undertaking projects in low- and middle- income countries to reduce road crash deaths and serious injuries funded through the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS) including:
· a) managing a Road Safety Grants Programme that supports civil society and Red Cross/Red Crescent National Societies to advocate for strengthening road safety legislation and policies;
· b) running a road policing capacity building programme
· c) in conjunction with Johns Hopkins University, running a Global Road Safety Leadership Programme supported by Bloomberg Philanthropies
Job purpose:
The purpose of this job is to contribute to a large global programme that aims to reduce deaths and serious injuries as a result of road crashes.
The person in this job will act as a leading professional in relation to road safety capacity building with emphasis on strengthening the capabilities of civil society and government agencies to advocate for, enact, and implement evidence-based road safety legislation. The person will manage GRSP’s Global Road Safety Advocacy & Grants Programme and its team of staff and consultants. The position holder is responsible for ensuring delivery of a global programme against a programme budget of more than 2 million Swiss Francs. The person will serve as a technical expert in relation to road safety policy and policy advocacy, grants management, and National Society and civil society capacity building. The person in this position will also serve on the GRSP’s Leadership Team and be expected to contribute to broader strategic initiatives to achieve the GRSP’s objectives to reduce deaths and serious injuries as a result of road crashes. This includes liaising with GRSP members and donors, designing evidence-based road safety interventions, and serving as a senior representative of the organization with senior-level stakeholders from National Societies, UN agencies, governments, GRSP members, and civil society organizations.
Job duties:
GRSP Road Safety Advocacy & Grants Programme management
· Serve as a GRSP technical lead for road safety policy, policy advocacy and grants management
· Serve as one of the GRSP technical leads for National Society and civil society capacity building and road safety policy and grants management
· Serve as first line manager for a team of up to seven staff staff and a cadre of international consultants and second line manage for two additional staff
· Develop, under the direction of the Global Manager, the programme’s annual budget and monitor spending against that budget
· Under the direction of the Global Manager, establish and oversee the implementation of a long-term strategic plan and annual plans for the Global Road Safety Advocacy & Grants Programme as well as annual workplans, reflecting the global nature of the programme, complexity of the issue area and diversity across the service area
· Contribute to development of GRSP policies and knowledge related to complex road safety policy areas which are critical to achievement of the GRSP’s overall objectives
· Oversee the operations and implementation of GRSP’s Road Safety Grants Programme and the awarding of funding to civil society organizations, National Societies and government agencies.
· In collaboration with the Manager, Road Safety Projects, oversee the process of awarding of grant funding as part of the Botnar Child Road Safety Challenge
· Manage the development and implementation of, and provide technical expertise into, global guidelines, tools and systems to support global road safety policy and policy advocacy initiatives
· Maintain up-to-date knowledge of research, trends and practices in the field of road safety policy change and share with the GRSP team and others at relevant fora
· Provide expert advice and guidance to National Societies and civil society organisation within the field of road safety and policy advocacy where there is a policy impact on road safety, and to support the delivery of training as required.
· Monitor programme’s adherence to relevant IFRC strategies, plans, policies, standards and procedures, and where relevant, National Societies.
- To supervise, support and coordinate the work of staff within the Global Road Safety Advocacy and Grants programme
- Manage the programme’s monthly, quarterly and annual reporting to key GRSP donors at the direction of the Global Manager
GRSP Leadership Team
· Serve on the GRSP Leadership Team and, in that capacity, assist in setting the strategic direction of the organization and addressing on-going organizational management issues. *
· Under the direction of the CEO, liaise with GRSP members and provide technical input and guidance to them in order to achieve their global and national-level road safety objectives.
· Contribute to ensuring GRSP compliance with requisite IFRC policies, procedures and systems.
· Lead staff development initiatives in specific technical areas
· Under the director of the CEO and Global Manager, serve as a senior representative of the organization to a variety of senior level external partner representatives from National Societies, civil society organisations, UN agencies, academics, the media, donors and potential donors.
· Contribute, as a member of the GRPS Leadership Team, to the conceptual design and facilitation of annual GRSP member events, including the Annual General Meeting, Executive Committee meetings, and Steering Committee meetings. Contribute technical expertise to the development of relevant publications and programme materials for GRSP *
Education:
- Required: University degree in a field related to: road safety policy development, road safety management, policy advocacy, international development, social sciences, or public health
- Preferred: Post graduate studies in a field related to the above university degrees
Experience:
- 5-8 years working in the specialist area of road safety management, road safety policy development or implementation, advocacy and/or grants management
- 3-5 years direct line management of a team of professionals in one of the above disciplines
- Experience in working for the Red Cross/Red Crescent, other humanitarian organisation, or an NGO with a focus on road safety or public health policy change
Knowledge and skills:
- Can manage a programme across diverse geographic regions with diverse technical and human resource demands
- Can manage a team of skilled professionals to advance road safety policy programme objectives and meet programme milestones
- Can manage and oversee the planning and implementation of a multi country road safety capacity building and grant making process
- Can efficiently manage a large budget across a diverse country portfolio
- Has specialist skills and knowledge to oversee and manage a team of staff who assist in building capacity in the fields of road safety policy advocacy and grants/financial management
- Can provide technical guidance to support all Grants Administration functions
- Has high level of skills to represent the organization in a professional manner to external and internal stakeholders
