Afghanistan: IFRC focal point for polio eradication and routine immunization in Afghanistan

Afghanistan is one of only 2 countries where polio remains endemic. The country cannot eradicate polio without improving the quality of campaigns in the insecure areas and the global polio eradication program has requested emergency assistance from IFRC and the Afghanistan Red Crescent Society (ARCS) for emergency support for program activities in the insecure areas of Nangahar, Helmand, and Khandahar provinces.

The IFRC is hiring a consultant that needs to be available between 1st June 2016 - 31st December to be based in Afghanistan and work towards the following deliverables:

  • Serve as IFRC focal point for polio eradication and routine immunization in Afghanistan
  • In consultation with the Afghanistan Red Crescent Society, the Polio Emergency Operations Center and key partners in the Polio Eradication Program, develop and continually update the work plan and budget for IFRC and ARCS support for polio eradication in Afghanistan
  • Represent IFRC in key EOC working groups
  • Support implementation of the work plan including:Hiring and training polio team within ARCS and IFRC; Organizing logistics and operational support; Development of technical guidelines and training materials; Training and mentoring of staff; Supervising IFRC and ARCS
  • Compiling reports from field activities and summarizing important findings in progress reports to the EOC and partners

Desired outcomes and consultancy outputs

1) Improve the quality of SIAs in high risk districts

2) Catch-up vaccination of children < 5 years of age with IPV vaccine.

3) Improve routine infant immunization coverage in high risk districts.

Time Allocation

Contract period: 1st June 2016 – 31 December 2016 for a maximum of 80 working days most of which will be based in Kabul working from the IFRC country office.

IFRC will be in charge of funding and supporting the purchase of flights, accommodation and per diem for the consultant.
