Consultant - Program reporting and coordination, Building Safe & Resilient Communities (BSRC) Program
Project Background
ARC (Australian Red Cross), in partnership with the Indonesian Red Cross Society, Palang Merah Indonesia (PMI) are delivering the project Building Safe and Resilient Communities (BSRC) in Nusa Tenggara Timur (NTT). The project works in 12 communities across 4 districts in NTT (4 focusing on Health, 5 on disaster management, and 3 combining both) building local community capacity to establish and sustain integrated, community led disaster and health resilience. The project links trained village volunteers and the local PMI branch with government health infrastructure to deliver MCH information and increase access to services for women and their children and is building PMI branch capacity in disaster preparedness and response. The project began in July 2016 and will be completed by 30 June 2019.
An end line study and an external final evaluation will be conducted before June 2019.ARC will also be preparing final reporting on the BRCS which will be submitted to the donors -

We are seeking a Consultant - Program Reporting and Coordination to support the coordination of the project end line and evaluation and project reporting and closure of program, This will include coordination of the external evaluator with PMI DM and Health colleagues, and working with the in country ARC Program Manager and Finance Officer on program reporting
.
RESPONSIBILITIES:
- Working with the evaluator to coordinate delivery of the evaluation inception plan including support coordination of PMI and external stakeholder meetings
- Support PMI work to finalized baseline and end line data analysis and reporting
- Review the draft of the evaluation report and provide input
- Work with the ARC Program Manager to finalize quarterly and annual reporting to be submitted to donors.
ESSENTIAL QUALIFICATIONS, EXPERIENCE and SKILLS:
- Education: Bachelor’s degree in a related social, political or economic science, international relations, development studies or equivalent. Master degree is preferred
- Experience:
- Minimum 7-10 years relevant work experience in a similar work environment
- Extensive experience in implementing, managing, monitoring and evaluating of projects, including report writing for donors
- Broad experience with working in complex political environments
- Skills:
- Working knowledge of computers including spreadsheets and word processing
- Excellent networking and negotiation skills
- Excellent oral and written communication in Bahasa Indonesia and English
- General :
- Proactive attitude
- Knowledge of the RC/RC Movement and its guiding principles is an advantage
