Indonesia: Shelter Officer

Job Purpose

The position holder will be a member of Sulawesi Earthquake and Tsunami Operation team. Under oversight of the IFRC Shelter Delegate and technical supervision of the Cash and Shelter Delegates, the Shelter & Cash Officer will provide programme management support and technical expertise for shelter and Cash-Based Intervention (CBI), in the Sulawesi Earthquake and Tsunami Operation. S/he will work closely with other IFRC technical leads and PMI technical staff with the aim of ensuring timely implementation of shelter and cash activities to meet the objectives of the Sulawesi Earthquake and Tsunami Operation.

Job Description

Shelter

• Monitor the shelter activities within the agreed Plans of Actions to provide timely, adequate shelter, maximizing local capacities.
• Ensure the provision of the required supply chain and supporting logistical services through close consultation with the Federation logistic team.
• Ensure an integrated approach to shelter programming through close coordination with other sectoral activities as appropriate
• Support and advise all shelter-related activities as required, including technical assessments, project development and contract administration.
• Ensure all design, planning and site activities comply with appropriate local, national and international standards and regulations as required
• Facilitate PASSA training TOTs (of PMI volunteers and shelter officers), 4-5 days' workshop
• Facilitating Building Back Safer training and oversee the implementation of the practice in the communities
• Support and supervise the shelter project volunteers and staff
• Liaise with International, government, and non-government agencies and collaborate as appropriate
• Represents IFRC in shelter sub-cluster coordination in the field and coordinate with sub-cluster in national level
• Ensure regular, timely and accurate narrative and financial reports for the Federation and for donors
• Manage the shelter component of recovery shelter response, in close coordination with the national society, including supporting, assisting and advising. Oversee the daily financial transactions involved with the Shelter program, this will involve projecting future expenses, and justifying working advances
• Build and maintain knowledge and understanding of the in-country shelter actions
• Support PMI to ensure that minimum data collection, monitoring and evaluation process are in place to measure the results and impact of programme interventions
• Support PMI in ensuring that activities incorporate community engagement and accountability principles
• Contribute to the IFRC reporting process (standard and donor reporting) as requested by the line manager
• Provide general programmatic support and advice to PMI, including on operational issues and coordination
• Participate in inter-agency coordination mechanism and liaise with other agencies involved in CTP to ensure consistency of approaches and advocacy with local authorities and communities

Organizational accountability

• Ensure efficient and effective management of IFRC resources used in the operation
• Ensure compliance with IFRC procedures, regulations and policies
• Ensure IFRC management is fully informed on any material developments which could affect the project and/or IFRC
• Ensure an effective handover to a successor for continuity and mitigating loss of institutional money

Job Requirements

1. The candidate should preferably have knowledge of Basic Build Back Safer techniques or PASSA training (Participatory Approach of Safe Shelter Awareness) and CaLP level 1, or 2 or equivalent training, but this is not required.
2. University degree in structural/civil engineering, architecture, construction management or related field is preferred
3. 2 to 4 years emergency/post-emergency/relief project management
4. Acquaintance with IFRC policies, procedures and systems
5. Volunteer and/or work experience at national and/or international level in the RC
6. Planning, implementing and monitoring projects from conception to completion
7. Working with financial systems is preferred
8. Working for a humanitarian/non-profit making organization is preferred
9. Knowledge of appropriate local construction technologies and materials
10. Advanced skills in computers (Windows, word processing, PowerPoint, spreadsheet)
11. Able to work independently and as part of the team
12. Skills in training and developing staff
13. Exceptional organizational ability with an eye for detail
14. Documentation preparation/presentation and computer-based production skills
15. Sensitive to cultural and regional issues
16. Fluently spoken and written English
