Hungary: Planning, Monitoring, Evaluation and Reporting Officer (PMER)

Reporting to the Regional PMER Manager, the overall purpose of this position is to contribute to the strengthening and improvement of the quality, accountability, performance and impact in the IFRC by providing technical assistance and guidance, and support the culture and practice of reliable planning, monitoring, evaluation and reporting on IFRC activities in the Europe Region of the International Federation of Red Cross and Red Crescent Societies.

  • Ensure the adherence to the IFRC reporting formats and different donor requirements during the quality control.

· Together with the Regional Financial Unit, ensure the coherence between narrative and financial reports.

· In close cooperation with the Partnership and Resource Development Unit, monitor deadlines and ensure that donor reporting should take place according to the pledge agreements.

· Post the endorsed appeals and reports on the official website and send out notifications thereof.

· Assist the Disaster Management Unit in the administration of DREF bulletins, information bulletins and emergency appeals.

· In cooperation with the Regional PMER Manager, advise on the plans and appeals process in the Europe Region so as to ensure full compliance with Federation standards.

· Contribute to increasing the reporting capacity of National Society and IFRC staff through on site and/or distance support and other flexible capacity building initiatives.

· Jointly with the Regional PMER Manager, coordinate IFRC evaluations and ensure they are timely, useful, and ethical. Participate in the design and implementation of programme surveys, mid-term and end of project evaluations, special studies, and other components of the monitoring and evaluation (M&E) system.

· Provide technical guidance to programme staff on appropriate PMER systems based on needs, Secretariat and donor requirements, resources and capacities by using logical frameworks and SMART indicators.

· Contribute to a culture of learning, performance and accountability by identifying and sharing best practices in planning and reporting with the IFRC Secretariat and National Societies. Deputize for the Regional PMER manager during her missions and leaves of absence.
