Job Duties and Responsibilities

Provide global thought and direction on Engagement of Volunteers:

  • Lead, develop and coordinate the IFRC Volunteer Engagement initiative, track and translate new developments and provide expertise in values-based engagement within wider National Society Development;
  • Implement the Volunteering Alliance strategy for Volunteer Engagement that has Movement-wide support in synchronisation with the Youth Engagement Initiative;
  • Lead efforts to establish and continuously refine more effective, efficient and consistent values-based engagement system(s) and network(s) across all levels of the IFRC;
  • Lead and provide regional guidance and technical advice around volunteer protection (i.e. safety and security, insurance, training, psychosocial support, etc.) to IFRC Secretariat offices and National Societies in AP.
  • Promote a Federation-wide culture of and values for values-based Volunteer Engagement and enable IFRC (leadership) to position and advocate the importance of each focus area in various fora, including academia and civil society, with a view to deepen related political commitment and reforms. Assist, support and advise national societies and states:
  • Map needs and practices of NSs and support, assist and advise NSs to provide and co-create Volunteer Engagement efforts and to market this approach nationally and locally; facilitate peer-to-peer learning by internal and external stakeholders; facilitate specific projects to extend volunteering such as the “Volunteering On Wheels (VOW)” project between selected NSs.
  • Develop and manage a global system to ensure that internal and external knowledge relating to volunteering and volunteer management are effectively shared with the IFRC network to inform and inspire NSs and IFRC practitioners in close collaboration with the National Society Development and Knowledge and Learning teams.
  • Promote Volunteer Engagement as a significant Red Cross Red Crescent contribution within its auxiliary role. Mobilise and ensure quality programme (human, financial) resources:
  • Ensure quality of practise in programme and operations by setting standards, targets, benchmarks in quality assurance and compliance, etc.;
  • Mobilise, foster and provide substantive inputs, including applying for grants, funds and awards in line with corporate guidelines and manage the fund-seeking efforts from public and private sector, international agencies, all in close consultation with the Partnership Resource Development unit;
  • Forge/implement strategic partnerships with NSs and external partner institutions – governments, private sector, voluntary sector, academia, NGOs and CSOs;
  • Develop, coordinate and oversee collaboration and cooperation with organisations in the public, private and voluntary sectors including learning, educational and research institutions for an active exchange of expertise, learnings and experiences;
  • Coordinate and oversee the knowledge sharing and development opportunities, evidence-based research and initiatives to advance volunteerism internally and in cooperation with organisations in the public, private and voluntary sectors. Be responsible and accountable for the overall management and administration of related projects:
  • Provide day-to-day management and coordination of project activities, the timely and quality delivery of all project outputs and prepare Project Work Plans and reports;
  • Report and provide overall support on protection issues of volunteers (e.g. injuries, deaths etc.) working with the Security Unit of IFRC;
  • Promote and engage in systematic monitoring and evaluation of all programmes and operations and ensure the integration of cross-cutting issues prioritised by the Movement; Contribute to an effective, high quality IFRC team:
  • Be accountable to the team manager by providing progress reports on results against objectives and risk analysis. • Be flexible in your work definition according to needs and targets and improve team efficiencies and effectiveness within available resources.
  • Be a pro-active team member fostering a customer service-oriented culture that values proactivity, continuous improvement, innovation, high performance and cost effectiveness.
  • Foster a co-creative environment with colleagues in the Secretariat, regions and the NS s and open and co-operative view to the actors in the relevant external environment.

Education

  • Preferably University degree (master's or equivalent)

Experience

  • 5-7 years working experience in the humanitarian, development or volunteer sector (required)
  • Proven professional credibility and authority in the promotion, engagement and supporting volunteers (required)
  • Experience working in a RC/RC National Society and/or Federation/ICRC (preferred)
    Knowledge, skills and languages

  • Capability to transform vision into reality / execution / getting things done experience

  • Results oriented and demand driven individual, entrepreneurial, ability to lead in unprecedented and/or ambiguous situations

  • Project management skills Outstanding networking, representational, communication and negotiation skills.

  • An ability to be proactive and persuasive.

  • Ability to innovate, contribute to a learning culture, sharing knowledge and new approaches to engaging partners.

  • Professional credibility, able to work effectively at all levels across a multicultural and complex organisation

  • High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all levels.
