Capacity Building – Primary purpose of job profile!

  • Support, advise and guide on strengthening PMER capacities of the host National Red Crescent Society through systems development, coaching and mentoring and other capacity building initiatives.

  • Promote the awareness and understanding of the shared responsibility of M& E function among all PRCS managers through communication, training, learning and development activities PRCS-wide. And as such work closely with PRCS on:

  • Develop training materials and provide appropriate training for PRCS staff to fulfil their PMER responsibilities

  • Assist/facilitate in PMER related training for relevant PRCS staff and volunteers and PMER capacity assessment at all levels of the operation.

    Planning

  • Assist Senior Manager RM / Partnerships and Head of Country Office in developing and reviewing operational plans, including compilation, quality control and final editing of the package adhering standard planning guidelines shared by the AP Region.

  • Participate and guide PRCS counterparts in planning processes (contingency, mid-term, long-term etc.) as required.

  • Support in quality programme development, promote and facilitate evidence-based programme design (including technical inputs on the change pathway and logical framework for plans, concept notes and proposals) in close collaboration with IFRC and PRCS programme, RM and finance staff.

  • Contribute towards programme development, developing theory of change, Logical Framework Analysis (LFA), result chain and indicator development.

  • To provide facilitation in effective use of relevant learning and knowledge for evidence-based programme and project design by PRCS.

  • Assess and develop capacities for PRCS Managing MIS, processing needs assessment and data collection/analysis for generating analytical reports.

    Monitoring & evaluation

  • To work with the AP regional PMER team to support application of appropriate, useful and relevant monitoring and evaluation framework by PRCS;

  • To ensure PRCS organizes regular case studies, programme evaluations and appropriate accountability of the of its key activities.

  • Support the development and implementation of effective monitoring and evaluation plans for PRC programmes and those supported by IFRC in Pakistan.

  • Serve as in-country focal point for quality and accountability, and monitoring and evaluation for the PRC/IFRC Programs, working with and coordinating other relevant interests of PRC, the IFRC Country Office in Pakistan and different National Societies.

  • Ensure that evaluations of PRC programmes are designed and implemented to IFRC quality standards, and the results are disseminated in a timely fashion to stakeholders, to improve programme performance, contribute to wider learning, and develop / strengthen credibility towards donors.

  • Support development of Terms of Reference (TOR) for baseline, mid-term, and end-line surveys/research including methodology preparation, sample selection, staff capacity building, and provide overall technical direction for the surveys to conduct in field.

  • Assist Senior Manager RM / Partnerships and or Head of Country Office in the identification of potential implementation problems and bottlenecks and recommend appropriate strategies to address.

  • Plan, coordinate and provide feedback for project mid-term reviews, annual reviews, evaluations and other relevant research planned in project

  • Identify and formulate lessons learned and document best practices from review meetings, field visits, evaluations and studies to be integrated into project reports.

Reporting

  • Support PRCS in developing accurate, quality and timely standard and pledge-based narrative reports for donors, working closely with PRCS and IFRC finance staff to ensure coherence between narrative and financial reports and ensure that PRCS applies results-based systems for planning, performance measurement, tracking, learning and accountability.

  • Support the development of systematic documentation processes for best practices and lessons learnt based on programme approaches relevant to the implementation of supported interventions or PRCS.

  • Maintain good communications with PRC, ICRC and other key stakeholders in PRCS change management processes.

  • To work with PRCS for delivering valid and reliable information on the achievement of the SDGs relevant goals, and on the performance of IFRC-supported programmes. Support PRCS in setting up and maintaining a common electronic and hard copy system for access to key documents such as M&E tools, tracking and reporting forms, monitoring reports, proposals, donor requirements and reports, evaluations and other program information.
