Indonesia: Consultant IFRC – ASEAN Partnership and ASEAN Coalition for Resilience Roadmap

Consultancy Purpose

The consultancy aims to help the IFRC and stakeholders better understand and further strengthen collaboration with the ASEAN Secretariat, building on recent and ongoing experience working with ASEAN in humanitarian responses such as the Lombok and Sulawesi Earthquake and Tsunami response, existing programmatic partnerships (such as the Regional Resilience Initiative) and exploring new areas of collaboration under the three agreed areas of mutual priority. Specifically, the consultancy will:

Consultancy Description

  • Assess what has worked and what needs adjusting to better engage with the ASEAN Secretariat and AHA Centre programmatically, strategically and advocacy.
  • Asses new areas for participation and engagement ASEAN based on mutual interests and emerging themes to more systematically IFRC contribution in building community resilience in ASEAN.
  • Set out a clear roadmap and potential design of the ASEAN Coalition for Resilience (ACfR), including key focal points/units within the movement and ASEAN, milestones and indicators.
  • Recommend specific roles and responsibilities of the relevant IFRC offices/units and National Societies
  • Using current engagement with ASEAN for the Earthquake and Tsunami Operations in Indonesia as a Case Study, recommend how IFRC can further strengthen support to National Societies for humanitarian in responses.

Methodology

The methodology for the consultancy is to include: (i) desk-based research and literature review; (ii) facilitated individual interviews and group discussion of key IFRC staff engaged with ASEAN (previous or current partnership); and (iii) potential interviews key informants from ASEAN and/or other partners (Embassies).

The research questions which should guide the consultant and be answered in the final report are:

  • What are the key areas of engagement between IFRC and ASEAN (existing, planned and potential).
  • Proposed options for models for the ASEAN Coalition for Resilience based on the IFRC-ASEAN partnership, but also including 10 National Societies and non-traditional partners (private sector, dialogue partners).
  • A roadmap and recommended next steps for achieving the ASEAN Coalition for Resilience. What challenges are envisaged and how to overcome these.
  • How can the IFRC better organise itself to maximise and coordinate engagement with ASEAN actors and deliver results.

Deliverables

It is expected that the consultancy will compile a final report, including a recommended roadmap towards achieving the Coalition for Resilience, and options of what the Coalition may be composed of, to be presented to IFRC as an advocacy tool to use with senior management of ASEAN and National Societies.

Requirements

  • The candidate should preferably have knowledge and relevant work experience with ASEAN and the Red Cross Red Crescent or similar movement.
  • Solid understanding of Humanitarian Operation issues, program design and demonstrated ability to undertake independent research.
  • Ability to develop sound working relationship with government representatives, public and private sector organisations and other stakeholders.
  • Excellent command of English both written and spoken and Bahasa Indonesia (preferable).
