Panama: Head, Partnerships and Resource Development (IFRC02591)

Job purpose

As part of the Americas Regional Office management team and the global Partnerships and Resource Development team, the Head of PRD will lead the development and management of strategic partnerships and resources that support the work and increase the influence of IFRC and National Societies in the Americas region. As well the function is responsible for leading relationship management for Americas' partners with global outreach; ensuring IFRC’s resource base is developed and managed in a strategic and coordinated manner; and ensuring systematized planning, monitoring and reporting; quality assurance and timeliness. Enhancing Federation collective accountability will be a key focus, ensuring effective quality assurance and timeliness for planning and reporting internally and to donors.
PRD will work with National Societies to maximize income in their domestic markets: both with Governments - leveraging their auxiliary role - and through engaging with individuals to support the work of the Red Cross in the Americas. Included in the strategic partnership development are the exploration of innovative funding activities, as well as the provision of trend analyses to increase partnership opportunities in fundraising and advocacy.

In addition, the Head of PRD leads the internal coordination and matrix management of the Partnership division in the Americas comprising the Policy, Strategy and Knowledge, Partnerships and Resource Development, and Communications Departments.

Job Duties and Responsibilities

The Head of PRD will develop and implement a PRD strategy and plan for the Americas region, aligned to the global Federation-wide Resource Mobilization Strategy and to globally agreed strategic priorities in partnership and resource development. The specific duties and responsibilities include:
A. Partnerships and Relationship Management:

• Establish new partnerships and strengthen existing partnerships across different income streams, including the following:

• Movement Partners – coordinate with NS and PNS to ensure a Federation-wide approach, including multilateral and bilateral partners, and including those within the region; liaise with the ICRC on all relevant matters
• Government partnerships - in cooperation with respective partner National Societies; be global lead on identified governments from the region.

• Multilateral and international financial institutions – such as the European Commission (DG ECHO, DG Devco and other EU institutions), the Inter-American Development Bank (but also other development banks with country/regional presence), UN agencies, and specialized funds (e.g.: Global Fund, GAVI, GCF).
• Private sector partnerships - including corporate partnerships, foundations and high net worth individuals.
• Ensure dissemination of all funding opportunities to National Societies and to IFRC offices.
• Ensure the management of all information/data related to partnerships/funding in the Americas Region is kept fully up to date in the IFRC’s CRM system

B. Strengthening Americas National Societies’ capacities in partnerships and resource development:

• Ensure the provision of expertise and tools to National Societies in the region, to enable them to develop fundraising strategies, and to develop their capacities in creating viable partnerships and enhanced domestic resource development work, so that each National Society can diversify and maximize its funding opportunities, through different income streams, including government and private funding.
• Ensure knowledge sharing of resource development expertise amongst National Societies in the region, through the Americas RM Network and that links are facilitated with other regional fundraising networks and initiatives such as the annual global fundraising Skill-share forum.

• Grow the collection and use of data for fundraising among National Societies through, for example, fostering National Society participation in the INGO Peer Review in coordination with PRD Geneva.

C. Resource mobilization for IFRC’s Emergency Appeals and Operational Plans in Americas’ Region:

Work in close coordination with the IFRC’s regional office and country/multi-country cluster offices in the following:
• Aim to increase coverage rates for IFRC’s emergency appeals and operational plans in the Americas region to reach 100% coverage, maintaining an overview of the funding situation and continuously identifying gaps in funding and funding priorities/opportunities.• Emergency appeals: ensure PRD leadership in coordination of resource mobilization, including partner/donor outreach, ensuring regular sharing of information with partners, and ensuring that funding information is kept up to date on CRM

Donor reporting: ensure that all donor reports are prepared to quality standards, compliance with agreed donor conditions/requirements, and all reporting deadlines are met.
• Liaise with EUNSs and develop synergies and complementarities with regards to EC funding

D. Strategic partnerships:

• Lead the identification, development and management of IFRC’s strategic partnerships in the Americas in collaboration with ARO departments, country clusters and relevant PRD colleagues in Geneva.
• Support the expansion of the ‘One Billion Coalition for Resilience’ Initiative through public-private collaboration and compacts at country and regional levels in line with the global campaign and platforms.
• Develop and expand cooperation mechanisms with Movement partners to maximise fundraising and advocacy potential.

E. Management and Coordination:

• Keep the senior management of the Americas Regional Office updated on major developments within scope of responsibilities.

• Provide sound management of, and technical guidance/training/support to, staff/delegates in the regional Partnerships and Resource Development Department, ensuring that all tasks are completed in a timely manner, and providing quality assurance and accountability.

• Ensure the collection of information, data, market research, and analysis of donor/partner trends in the Americas region, including the mapping of current and new sources of funding, ensuring information is kept up to date in CRM.

• Coordinate the dissemination of information/strategies/policies/guidelines/procedures related to partnerships and resource development to IFRC offices and National Societies in the Americas region.

• Oversight matters related to Red Cross Red Crescent branding, including use of the Movement logo for fundraising in the context of emergencies and partnerships with global corporate partners.

F. Quality Assurance and Accountability:**

• Ensure systematized planning, monitoring, evaluation and reporting according to specific donors’ requirements and to IFRC’s established guidelines and procedures, enhancing Federation collective accountability ensuring effective quality assurance and timeliness for planning and reporting internally and to donors.

• Ensure oversight on financial & risk monitoring and reporting for the resource development and PMER functions; and implement risk and audit recommendations.

• Ensure resource development and PMER in emergencies processes and procedures are clearly articulated and incorporated into IFRC appropriate standard operating procedures in the Americas.
G. Partnership Pillar coordination:

• Support the coordination and strategic coherence and alignment between the regional Partnerships pillar - PSK, PRD and Communication Departments.

• Monitor working relationships, partnership initiatives and internal procedures within the pillar, and represent the pillar in the regional SMT meeting.

H. General management and tasks

• Sound management of direct line reports.

• Ensure sound planning and financial management for areas under his/her responsibility.
• Supervise the support to the monitoring and reporting on global performance indicators and promote a culture of performance and accountability.

• Contribute to upholding the Secretariats policies, procedures and management system within the Region, and support their improvement and review as necessary.

• Support the Regional Director to monitor risks in the region and take proactive actions to contribute to secretariat's risk management processes.


How to apply:

Education

  • Relevant post-graduate degree (International Relations, Humanitarian Affairs, Business Administration or other relevant) - REQUIRED
  • Relevant professional training courses (Red Cross/Red Crescent related, humanitarian and development sector, management) – REQUIRED

Experience

  • Experience 8+ years of demonstrable relevant experience in partnerships development, diplomatic representation, resource development and fundraising
  • Working and management experience, leadership role in a large multidisciplinary and complex
    international organizations involved in global development and humanitarian work.
  • Demonstrable track record in developing internal and external partnerships development, working across multiple income streams.
  • Proven experience of developing and implementing strategic plans and other strategic documents.
  • Proven record of building and leading diverse teams across cultures and locations.
    Significant experience in restructuring and change management and demonstrable experience of developing and implementing strategies.
  • Experience in creating and launching global policy, diplomatic, communications or humanitarian campaigns.
    Experience of working in the Americas region and with Americas National Societies.
  • Experience of project management, ideally relating to rollout of enterprise systems such as CRM. - PREFERRED

Knowledge, skills and language

· Familiarity with government and multilateral organization aid systems.

· Capability of working with sensitivity in a multi-cultural environment and virtual or/and dispersed teams.
Able to undertake strategic thinking and translate this into practice, and ability to synthesize and explain complicated matters in simple ways.

· Strategic planning, contingency planning and analytical ability.

· Strong budgeting and finance management skills and ability to manage complex financial data. - REQUIRED
Highly organized with ability to create a team approach.

· Excellent networking and relationship building skills, including ability to strengthen internal and external networks, as well as Movement partnerships.

· Effective negotiation, representation and diplomatic skills. Experience of working in the Americas region and with Americas National Societies. Familiarity with IFRC and NS pledging and resource development systems. - PREFERRED

Languages
Fluent in spoken and written English

Fluent in spoken and written Spanish

Good command of another IFRC official language (French or Spanish) or a language relevant in the region or country of assignment (i.e., Portuguese) - PREFERRED
