Consultancy - Road Policing Trainer BIGRS & BOTNAR

Purpose of Project and Background

The Global Road Safety Partnership (GRSP) is a global partnership between business, civil society and government, dedicated to the sustainable reduction of road crashes in low- and middle-income countries. In collaboration with its members, GRSP is a leading contributor to global road safety knowledge, and through a participatory approach in its project work, builds capacity of road safety stakeholders and encourages the adoption of global good practice to address local road safety issues.

This consultancy supports the policing component of GRSP projects funded by Bloomberg Philanthropies and Foundation Botnar. Under the Bloomberg Initiative for Global Road Safety (BIGRS), GRSP undertakes projects in a number of low- and middle- income countries to reduce road crash deaths and serious injuries. Under the Botnar Child Road Safety Challenge (BOTNAR), GRSP undertakes projects to reduce child road trauma and fatalities in selected countries. More specifically, GRSP builds the capacity of road police in BIGRS and Botnar priority cities to strengthen their ability to enforce road safety policies. It is intended that the Road Police Trainer will support assist both programs (BIGRS&BOTNAR).

Specifics of therole

The Global Road Safety Partnership Road Policing Trainer BIGRS&BOTNAR works at the direction of the GRSP Road Policing Capacity Building Programme Manager, and of the GRSP Global Road Safety Projects Manager, to design and implement a capacity building programme (assessments and trainings) for road safety policy enforcement officers in the selected cities.

Consultancy objectives

· The Road Policing Trainer BIGRS&BOTNAR will strengthen the capabilities of road or traffic police globally, but specifically in Mexico and other Latin American countries, to enable them to efficiently and effectively enforce road safety related policies using global best practice.

· Provide capacity building support and training for road safety stakeholders involved in GRSP project work.

Desired outcomes

· Improved police enforcement capacity in the Bloomberg Initiative for Global Road Safety (BIGRS) Road Policing Capacity Building and GRSP Botnar Child Road Safety Challenge, as per request from the relevant Managers,

· Improve the quality and consistency of BIGRS and BOTNAR city-based road policing capacity building programme.

· Expand and improve the GRSP knowledge-base particularly in relation to enforcement activities.

Consultancy outputs

The key responsibilities of the Road Policing Trainer include:

· Prepare and deliver globally recognised good practice road policing capacity building activities as required by GRSP

· Conduct an assessment of traffic police organisations under BIGRS and BOTNAR Programmes.

· Ensure capacity building activities are undertaken with a view to building sustainability of good practice enforcement activities

· Revision and delivery of capacity building materials for road police trainers, as per requests from Manager.

· Work collaboratively with GRSP partners and key stakeholders to share information and ensure maximum programme impact

· Liaise with government and non-governmental organizations as required to engage in road policing activities

· Support GRSP at relevant road safety related meetings

Method of delivery and reasons for selecting that method

This GRSP Consultant is expected to work independently but with direction and guidance from GRSP Road Policing Capacity Building Manager, and from the Botnar Global Road Safety Projects Manager, BIGRS Global Manager and the GRSP CEO. The specific outputs and deliverables are outlined in the “Consultancy Outputs” section.

Support to be provided to the consultant

The Consultant will be provided with administrative support from the GRSP Secretariat, as well as the support and guidance of the GRSP CEO and the Managers of the relevant programmes.

Schedule for payment of fees

The Consultant is expected to submit an invoice and report within 14 days of completion of training resources.

Time Allocation, for budget purposes

30 days at 500 CHF daily fee, to a lump sum cost of CHF 15,000. The assignment is for a period of 12 months from 21 January 2019 to 21 January 2020.

Management of consultancy The manager for this consultancy is the GRSP Road Policing Capacity Building Manager.

Education

Required

Bachelor’s degree in Education, Psychology, Sociology or another related field

Advanced training in a key area related to road safety, preferably in police enforcement programs

Experience

Required

A minimum of ten years’ experience in road safety enforcement at an international level preferably in low to middle income countries.

Prior experience working in, and engaging with, the police force in various jurisdictions and collaborating within other road safety stakeholders

Experience in tackling speed management in an urban setting, completed in understanding of necessary laws, regulation and engineering infrastructure.

Experience in critically identifying sources of reliable crash data and other evidence that enables good practice decision making for road safety and necessary training to be developed and implemented

Expert understanding of the complex multi-sectoral approach, formal and informal relationships that go into road safety policymaking and enforcement of those policies

High degree of demonstrated competence working collaboratively in networks or coalitions to create shared vision and set complementary work objectives to reduce death and serious injury on the roads

Ability to travel internationally

Capacity to mentor and develop road safety professionals

Knowledge and Skills

High emotional intelligence and appreciation for diversity, cultural nuances and complex working environments

Fluent spoken and written English

Notes

  • The consultant will be contracted by the IFRC and the standard contractual terms will apply.

  • The budget is CHF 15,000 x 1 Consultant. Travel budget of up to CHF 10,000.

  • Agreed travel expenses will be reimbursed at cost in accordance with in the IFRC’s relevant regulations.
