Desired Outcomes
It is expected that the consultant will produce a comprehensive, detailed and practical policy document that shall guide the National Societies in achieving its strategic objectives, taking into account its nature, culture, cost structure, operating model, and environment. Based on the policy document, the National Societies should be able to:
- Calculate the organization‘s basic structure costs
- Design the appropriate budget architecture
- Classify the budget between direct and indirect costs
- Calculate the percentage that will allow the recovery of the indirect costs used to provide programme and service support
- Apply consistent indirect cost recovery rates based on widely accepted standards
- Provide relevant and transparent information to support cost recovery methods and rates
- Elaborate the monitoring tools
Methodology
It is anticipated that the consultant and the team members will undertake the exercise through desk review, discussions with the leadership of National Societies, project management team and other key staff members. The desk review includes reviewing finance manuals.. A list of all the documents reviewed and interviews conducted should be made part of the final product.
Locations
The Country Cluster Office has selected three National Societies from the region for this purpose. These include: Trinidad and Tobago Red Cross Society, Jamaican Red Cross Society, and Guyana Red Cross Society.
Timeframe
It is anticipated that this exercise will require 8-12 weeks, starting in August 2018 and producing the final report before the end of October 2018.
Management of Consultancy
The consultant would work under the management arrangement of the IFRC Head of Country Cluster. For all practical purposes, the consultants would seek clarifications and guidance from the IFRC Project Manager, Zika Response and Preparedness. The Regional Finance and Administration Unit will validate from the technical perspective the final product submitted by the consultant.
